- The Space and Naval Warfare Systems Command (SPAWAR) and its Communications Satellite Program Office (PMW 146) plans to award, on the basis of best value and per FAR 6.302-1(a)(2), one contract via a limited competition between: Lockheed Martin Space Systems Company -Missiles & Space Operations (LMSSC-MSO) 1111 Lockheed Martin Way P.O. Box 3504 Sunnyvale, CA 94088-3504 M/S Orgn. 25-63, B/150, F/1 and Raytheon Company 1501 72nd St. N. St. Petersburg, FL 33710 for the Risk Reduction and Design Development and Acquisition and Operations Support (RR&DD/A&OS) efforts of the Mobile User Objective System (MUOS). MUOS is the next generation narrowband Military Satellite Communications system that will replace the currently operational UHF Follow-On (UFO) system. The MUOS required Initial Operational Capability (IOC) date is 2008 and Full Operational Capability (FOC) date is 2013. If all options are exercised, the resulting 10-year contract will include: o A basic cost-reimbursement requirement for the design, development, test and fielding of the initial MUOS satellite and associated ground infrastructure; o Options for fixed-price production & launch of the remaining MUOS satellites, network control & satellite control ground equipment and; o Options for cost-reimbursement interim logistics services from IOC to FOC and engineering services. o Incentive fees or profits that apply to all efforts. The projected timeline for this acquisition is: o Draft solicitation in April 2003; o Final solicitation in August 2003; o Proposals due in November 2003; and o Contract award in March 2004. Currently, MUOS is in the Component Advanced Development (CAD) phase. LMSC-SSO and the Raytheon Company are the two contractors performing this requirement under contracts awarded via full and open competition, N00039-02-C-3295 and N00039-02-C-3296, respectively. The North American Industry Classification System (NAICS) code for this requirement is 334220 and the size standard is 750 employees. SPAWAR supports small business participation in its procurements with prime contractors. All subcontractors, large and small, should contact the two prime contractors directly if interested in subcontracting opportunities. The draft solicitation, related information, and final solicitation for this requirement will be issued without further notice via the SPAWAR e-Commerce Central website at www.e-commerce.spawar.navy.mil. Until final solicitation release, the draft solicitation and related information may be found at this website by selecting the ?Headquarters? folder, then the ?Future Opportunities? subfolder, then the ?N00039-03-R-0023? subfolder. (Due to technical difficulties interfacing with the FEDBIZOPPS website, this pre-solicitation synopsis was re-issued under the placeholder solicitation number N00039-03-R-0024 in order to post this pre-solicitation notice. This pre-solicitation synopsis is a result of industry response to a sources sought synopsis entitled ?Sources Sought for MUOS RR&DD/A&OS effort? dated February 21, 2003. For convenience, a copy of this sources sought synopsis is provided in the ?N00039-03-R-0023? subfolder referred to above. Numbered Notes 9, 22, & 26 apply and are also provided in full text for convenience. With regards to Numbered Note 22, interested prime contractors should review the aforementioned sources sought synopsis for required capabilities. NUMBERED NOTES-- Numbered Note 9: Interested parties may obtain copies of Military and Federal Specifications and Standards, Qualified Product Lists, Military Handbooks, and other standardization documents from the DoD Single Stock Point (DODSSP), in Philadelphia, PA. Most documents are available in Adobe PDF format from the ASSIST database via the Internet at http://assist.daps.mil/. Users may search for documents using the ASSIST-Quick Search and, in most cases, download the documents directly via the Internet using standard browser software. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
