Description
Under a 100% Small Business Set-Aside competition, the Naval Undersea Warfare Center, Division Newport, Rhode Island intends to solicit for the following services: Environmental, Safety and Security Program Management Assessment and Strategic Planning; Environmental, Safety and Security Risk Management and Assessment; Environmental , Safety and Security Compliance Evaluations and Site Inspections; Environmental , Safety and Security Technical Support; National Environmental Policy Act (NEPA) Documentation and Implementation; Pollution Prevention; Training Support; Environmental, Safety and Security Facility Data Management; Hazardous Material Management; Hazardous and Solid Waste Management; Air Compliance Management; Potable, Storm and Waste Water Management; Tank Management; Confined Space Entry; Asbestos Abatement; Lead Abatement; Energy Conservation; Facility Surveys; Drafting Services for Development of Facility and Systems Drawings. Contract type will be Indefinite Delivery, Indefinite Quantity with cost plus fixed fee provisions and award term incentives. For outstanding performance as defined in an award-term plan of the solicitation, the contractor will be able to earn five one-year award terms in addition to the five-year base period. Therefore, the performance period could potentially be ten years. The level of effort for the base year is 188,140 man-hours. The level of effort for each award term is 37,628 man-hours. The potential total level of effort for ten years is 376,280 man-hours. Labor categories include Project Manager, Analyst, Computer Systems Analyst, Management Analyst, Chemist, Acoustical Engineer, Computer Engineer, Design Engineer, Scientists, Training Specialist, Supervisory Technical Writer, Technical Writer, Laboratory Technician, Drafter, Illustrator, Word Processor. Award will be made on the basis of best value to the Government. Evaluation Factors include Personnel, Past Performance, and Cost. The incumbent contractor is McLaughlin Research Corporation of New London, Connecticut and Middletown, Rhode Island under Contract N66604-99-D-0127. Numbered Note 1 applies.
