- Description
- The Naval Sea Systems Command intends to issue solicitation N00024-03-R-2308 for the accomplishment of Post Shakedown Availabilities (PSA) for DDG 90 (CHAFEE), DDG 92(MOMSEN) and DDG 93 (CHUNG-HOON) with options for the accomplishment of two additional DDG 51 Class PSAs. The PSA encompasses all the manpower, support services, material, non-standard equipment and associated technical data and documents required to prepare for and accomplish the PSA. The work to be accomplished will include correction of Government responsible trial card deficiencies, new work identified between ship custody transfer and the start of PSA and incorporation of approved engineering changes that were not incorporated during the construction period which are not otherwise the building yard?s responsibility under the ship construction contract. This will also include engineering and management support o f PSA?s, providing effort and material to perform specified work items inclusive of tests and post repair sea trials to complete performance of PSA?s and emergent and other work. Work on all vessels will take place in the ship's homeport area in either Pearl Harbor, HI or Everett, WA. The five year PSA execution contract will be awarded through a limited competition between BIW and NGSS in order to develop and maintain one shipbuilder?s capability to respond to emergency repair situations in remote ports. Lessons learned from the near loss of the USS Cole in Yemen after an attack on October 12, 2000 indicated that a quick commercial shipyard response to DDG 51 Class complex battle damage in remote areas is a critical need.
