Description
This is the third synopsis for the National Institutes of Health (NIH) solicitation for NIH Extramural Activities Support Services (formerly named Grants Support Services) IAW OMB Circular A-76 (Revised). The first synopsis was posted on the Federal Business Opportunities website on February 21, 2003, and the second synopsis was posted on March 24, 2003. The FINAL Performance Work Statement (PWS) with attachments has been included in this synopsis (PLEASE CLICK ON THE DOCUMENT ENTITLED, DRAFT PWS), and is provided only for the purpose of information and comment. The Extramural Activites Support Services are currently performed by Government employees. The acquisition shall be for one (1) 12-month period with four (4) 12 month options. This acquisition will comply with the OMB Circular A-76 either to the current or proposed revisions as applicable. Therefore, the following schedule will be required for 2003. The RFP will be released on or about May 15, 2003. The written elements of the technical and cost proposal will be due on or about June 17, 2003. Oral presentations may be scheduled from July 31 to August 7, 2003. The evaluation and cost comparison results will be announced by September 30, 2003. It is recognized that Circular A-76 requires very compressed proposal preparation schedules. NIH may also conduct pre-solicitation and/or pre-proposal meetings. The applicable North American Industry Classification System (NAICS) code is 56110, Office Administrative Services, with a size standard of an average annual receipts of $6.0 M over the last 3 years. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This notice does not constitute a Request for Proposals and submission of any information based on this synopsis is voluntary. The Request for Proposals will be available on the Fed Biz Opps web page on or about May 15, 2003. Prospective offerors are responsible for downloading the RFP and all attachments. The Government will not provide printed copies. It is the offerors responsibility to monitor the Fed Biz Opps web page for the release of the solicitation and any amendments. Comments to this notice should be sent via e-mail to Ms. Gore. Comments from within the NIH Community should be sent to Grants-PWS (NIH/OD). Comments from outside the NIH Community should be sent to gorez@nih.gov. All comments must be received no later than April 28, 2003 at 4:00 p.m. local time.
