Description
The National Library of Medicine intends to negotiate on a sole source basis with the University of Pennsylvania under the authority of FAR 6.302. The University of Pennsylvania currently has a two-year contract (N01-LM-1-3541) to develop and assess a computerized educational game, Heart Sense, for potential heart attack victims. The goal was to take advantage of the attractions of video-gaming to involve such patients in a game that would educate in an interesting way about heart disease, its symptoms, and the appropriate timely response in order to take advantage of the best therapeutic interventions, with emphasis on the administration of reperfusion therapy (thrombolysis). The contractor made substantial progress in the work with development of an attractive product that was well received in early evaluations. The field of edutainment interventions is brand new. It promises a novel way to conduct health promotion and education of the public. A major impediment to the field is that there is no widely available generator for producing interventions. NLM now intends grant the University of Pennsylvania a one-year no-cost extension to use the production system for the Heart Sense Game as a basis for producing an environment that the laity can use for writing new interventions in a variety of clinical conditions. It is anticipated that 9 months will be spent in this effort to convert Heart Sense into a game generator. Another 3 months will be used to test the generator, first with student writers, and then with actual health promotion professionals in the Medical complex at University of Pennsylvania. Because the University of Pennsylvania is the inventor of Heart Sense, they are the only source that can develop new interventions to their product. Introducing a new contractor, who would have to redevelop the structures now in place, would add materially in time and cost. This notice of intent, therefore, is not a request for competitive proposals. However, all responsible sources may submit a proposal which will be considered by the National Library of Medicine.
