- Description
- The Naval Surface Warfare Center (NSWC) Crane Division is seeking expressions of interest to develop a flameless smoke signal to be used by Inland Search and Rescue (SAR) activities during dry seasons throughout the country. This announcement is to determine an alternative to the M-18 Smoke Grenade. The signal should measure approximately 2.5 in. dia X 5.5 in. long and weigh less than 16 oz. to accommodate present transportation means. The signal should produce an orange smoke for approximately 60 seconds, which can be seen by search and rescue helicopter personnel. The item shall be subjected to all Naval Surface Warfare qualification testing deemed necessary by the procuring activity to meet all safety and operational requirements. These tests will include, but are not limited to: Insensitive Munitions testing: Slow cookoff, and bullet impact, Safety Tests: transportatio n vibration, temperature and humidity testing (28 day and 4 day), 40 Foot drop, jolt, and jumble, Environmental conditioning: 14-day temperature and humidity, Durability conditioning: Packaged vibration, 5 foot drop, aircraft vibration, and packaged drop, Hazard Classification Testing: Single Package (sympathetic), stack test, external fire test, and thermal stability, and Control and Function tests: Low temperature static function, high temperature static function, ambient function, helo drop, fuel spill, dry terrain, and static test (Thermocouple). Item containing ozone depleting substances or carcinogenic materials/composition will not be considered. Items considered must contain Navy approved compositions. Responses are required to include the firm name, mailing address, telephone and facsimile numbers, World Wide Web (Internet) presence (if any), size of firm, num ber of years performing related work and direct points of contact including e-mail addresses. Technical information documenting functional characteristics and test data to collaborate said characteristics should accompany any responses. Only written responses transmitted electronically, or by mail will be accepted. Electronically submitted responses on CD are preferred. Responses to this announcement should be received NO LATER THAN 31 JULY 2003.
