- NA DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this synopsis. This announcement constitutes the only solici tation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation (RFQ) number is AMSTAT-RO-0-9203. The solicitation document and incorporated provisions and clauses are those in effect throu gh Federal Acquisition Circular 90-46, dated 24 September 1999. The associated standard industrial classification code is 7372, with a size standard of $18.0 million. The requirement is for the initial purchase of floating licenses for Rational Software Corporation?s Apex and ClearQuest software / first year maintenance / implementation, training and mentoring services. The Rational items are: 8 Each Part# 3120-09943 Rational Apex Ada 95/83 Sun SPARC Solaris license,floating; 8 Each Part# 3602-09943 Silv er support (5X8) for Rational Apex Ada 95/83; 3 Each Part# 3121-08497 Rational ClearQuest license, floating; 3 Each Part# 3602-08497 Silver Support (5X8) for Rational ClearQuest; 24 Hours Part# 6100-00308 Custom ClearQuest Training ?24 hourr of on-site sp ecialized services; 80 Hours Part#6100-00308 Custom Apex training ? 80 hours of on-site specialized services; and 1 Each Part# 6100-00313 Travel and living expenses for the on-site services, to be invoiced separately to a maximum of $5,000.00. No priced o ptions are included. This sole source project supply and services purchase is for TACOM/AMSTA-TR-R, Warren, MI, and the software deliverables required delivery date is May 1, 2003 The first year maintenance period of performance is May 1, 2003 through A pril 30, 2004. The on-site services by Rational Software Corporation are to be scheduled by TACOM for May/June, 2003. FOB Destination will apply. Provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The followi ng factors shall be used to evaluate offers: i) technical capability of the service offered to meet the Government requirement and ii) price. Offerors are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certif ications - Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commerc ial Items, applies to this acquisition. This acquisition is rated D04. The US Army Tank Automotive and Armaments Command intends to negotiate solely with Rational Software Corporation,18880 Homestead Road, Cupertino, CA 95014. Offers are due no later t han 12:00 noon April 25, 2003
