- This Special Notice has been posted by Naval Sea Systems Command in support of the Open Architecture implementation efforts by IWS 7.0 (Open Architecture Project Office). FedBizOps provides maximum dissemination of this important guidance that directly effects all future IWS software and electronics development programs. Michael W. The following background information is provided: The Assistant Secretary of the Navy for Research, Development and Acquisition (ASN (RDA)) assigned the Program Executive Office for Integrated Warfare Systems (PEO IWS) with responsibility for coordinating the introduction of Open Architecture (OA) into the Navy's combat systems. Computing technology is a key part of the OA effort. Therefore, as part of the OA tasking, and based on significant research and testing, the Naval Surface Warfare Center Dahlgren Division (NSWCDD) has developed two supporting documents relevant to computing for OA. Taken together, these documents describe the technical characteristics of and requirements for computing systems in support of OA-based combat systems. This unified set of computing resources is called the Open Architecture Computing Environment (OACE). These documents provide significant insight into OACE capabilities and requirements, but they are not yet fully mature. They are currently under formal review across the naval community. This document, Open Architecture Computing Environment Design Guidance, (Version 1.0), provides interim guidance concerning design aspects of the standards-based computing environment that is to be used in OA warfighting systems. A companion document, Open Architecture Computing Environment Technologies and Standards, Version 1.0 (Interim), provides an enumeration of the standards and product selection criteria that apply to the OACE technology base. The scope of OA is intended to encompass warfighting and combat systems for ships, submarines and aircraft - including their sensor systems, weapon systems, combat direction systems and other mission critical support systems. Also included are selected C4ISR systems, the specifics of which are still under discussion. Therefore this document is intended to provide overall guidance for the design and implementation of warfighting-capable software which, when coupled with OACE, will meet warfighting mission requirements for systems across the range of deployments listed above. This interim release of OACE information constitutes guidance that is preliminary in nature, and it will be updated according to a formal process that is being documented separately. This version of the document is being provided in order to solicit commentary from organizations outside PEO IWS. Initial review indicates that the design guidance as written, has applicability in both the combat system domain as well as the command, control and communication domains. Review of the document should include comment regarding the opportunity to provide a single guidance source for all of the aforementioned warfare domains. The guidance contained herein was made available at the beginning of the OA initiative, August 2002, for purposes of government and industry review. The formal review process for the version 1.0 final is scheduled to be complete by June 2003. An updated version of this document will be issued in July 2003 once that process is complete and the industry and government comments have been incorporated as appropriate. The guidance will then be updated on a periodic basis by PEO IWS according to a formal process (currently being defined) that is closely aligned with changes in the commercial market.
