- Description
- The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. Vyacheslav B. Podobedov for near-infrared measurements of the discrete and continuum water-vapor spectrum for use in atmospheric transmission modeling and remote sensing. THz measurements of water-vapor and magnetic-dipole O2 continuum absorption to assess detection limits is also apart of the requirement. Specific requirements are for someone with extensive expertise in both optical design and molecular spectroscopy at the level of a Ph.D. scientist in Physics with a specialization in Optics, and someone who is familiar with NIST optical and mechanical design capabilities, the multipass cell optical system, and the operation of the Fourier-transform spectrometer to be used in several of the tasks. Dr. Vyacheslav Podobedov uniquely meets this required criteria, as evidenced by his more than 100 publications in this area. The Government anticipates the award of a firm-fixed price purchase order on or about May 16, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by May 16, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
