Description
The U. S. Department of Energy (DOE) and the National Nuclear Security (NNSA) are committed to meaningfully increasing the involvement of the Nation?= s small business community in supporting their technical, scientific, and secur= ity endeavors. As part of NNSA's support of the Secretary of Energy's stro= ng commitment to small business, the NNSA Service Center is planning the acquisition of Tactical Engagement Simulation System equipment/devises = for all NNSA Sites. The purpose of this Sources Sought Announcement is to determine the availability of small businesses with the experience, expertise, an= d manufacturing capability to provide to NNSA, quality Tactical Engagemen= t Simulation System equipment/devises that meet DOE/NNSA technical and quality specifications reflected in the document entitled "Department of Energy= Specifications for MILES Equipment" posted as an attachment to this announcement. Interested Small Businesses are encouraged to review the= referenced specifications and provide a "Statement of Capability" (SOC)= that addresses the following items: =B7 Name of Firm (including an address). =B7 Point of Contact (Name, Telephone Number and E-Mail Address). =B7 Small Business Status of the firm. =B7 Firm's experience related to manufacturing and providing Tactical Engagement Simulation System equipment/devises that meet DOE/NNSA specifications (i.e., Name of Project; Name of Customer, including a contact, address & telep= hone number; Contract Value; Prime Contract or Subcontract Number; Descripti= on of Project; Period of Performance of Referenced Contract; Relevance of Contract to DOE/NNSA requirement.). =B7 Discussion of firm's technical and manufacturing expertise to manuf= acture Tactical Engagement Simulation System equipment/devises that meet DOE/NNSA's specifications. =B7 Business Size and Yearly Sales of firm(s). SOCs are not intended to be proposals, but rather a means for small businesses to demonstrate their experience, performance, and manufacturing capabil= ity to provide to NNSA Sites certain Tactical Engagement Simulation System equipment/devises that meet the specifications detailed in the document= entitled "Department of Energy Specifications for MILES Equipment" post= ed as an attachment to this announcement. SOCs should be limited to 20 letter-s= ize (8.5" x 11") pages, 12 point font, and one inch margins. Size Standard: This procurement is classified under the North American= Industry Classification System (NAICS) Code 334413, Semiconductor and Related Device Manufacturing. Size standard 500 employees. The information provided in response to this announcement may be used a= s a basis for a future solicitation. Should a solicitation be initiated as= a result of the information provided, the procurement will be handled in accordance with the Federal Acquisition Regulation and the U.S. Departm= ent of Energy Acquisition Regulation. SOCs must be received through the IIPS = web site (http://e-center.doe.gov/) NO LATER THAN 4:30 PM local time on May 15, 2003. Each SOC is to be submitted according to the instructions detailed in t= he IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/Help?OpenForm. It is the responsibi= lity of the contractor, prior to the due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in= the "IIPS Users Guide for Contractors." SOCs submitted by other means will= not be evvaluated. Late SOCs will not be considered. All questions regarding= this announcement must be submitted electronically via IIPS (Submit Question= Button) to David Nienow.
