- The purpose of Amendment 3 to the combined synopsis/solicitation NAMA-03-Q-0007 is to provide the following question and answer received on March 31, 2003. March 31, 2003 was the cut-off date for all questions. Question: Referring to: ...'conversion of each image to either: CLIN 0001AA 1024x768 24-bit image to be viewed on a standard RGB monitor; or CLIN 0001AB 800x600 24-bit image to be viewed on a standard RGB monitor', It appears that the RFQ is requesting an output digital image quality (resolution and color depth) that is not supported in the original analog videodisc format, which has a maximum of 400 lines of horizontal resolution. Given that the above analysis is correct (please advise if not), the pixel interpolation necessary to create the 'falsely' higher resolution digital image could instead be accomplished by the viewer station, allowing for the digital image to be captured at an image quality equal to the original analog source, saving critical storage space and network bandwidth for transfer and delivery. Also, the NARA furnish Sony LDP -2000 videodisc player has an output resolution of 360 lines. Answer: NARA requires 800 x 600 pixel images (or the appropriate pixel array, with the long dimension not to exceed 800 pixels and maintaining the original aspect ratio) from the analog videodiscs. File interpolation can be done during the digital capture step or as a post-capture interpolation using image processing software. All equipment, software, processing algorithms, and image processing procedures should be optimized (as well as cited in the proposal) to provide the best quality images at the requested image dimensions. This amendment also corrects the numbering of Amendment 1 to Amendment 2 in the posting dated March 28, 2003. This amendment extends the proposal due to April 16, 2003, 4:00pm Eastern Daylight Time. END AMENDMENT NO. 3
