- Description
- This is a solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 9TE-03-SH-0075. This procurement is to provide for the United States Geological Survey (USGS) Geology Western Region Coastal and Marine Geology team (CMG). Sediment labs are located in Menlo Park, California. CMG scientists to conduct sediment analyses and derive information that includes particle-size data use the sediment labs. CMG currently utilize a twenty-year old software program sedsize (SDSZ) that is used to determine the size distribution of sediment samples, and to derive the various statistical parameters used to characterize sediment. The program is no longer supported and it is cumbersome and extremely difficult for non-trained users to employ. Currently, SDSZ is especially archaic in that it uses a card-image text file for input and the language is FORTRAN. Also, SDSZ is not interfaced to the various particle-size analyzers present in the sediment lab; thus particle-size data generated by each analyzer must be manually collected, merged, and then hand entered into SDSZ before the results are obtained. This costs valuable time and is a process open to data input errors. Another problem associated with SDSZ it that SDSZ has never been documented to the standards required by USGS for release to the public and thus CMG cannot share the software with colleagues or the public. The objective of this project is to rewrite and upgrade the software package developed and used by USGS CMG for sediment analysis. The new software program must function in a personal computer (PC) enviroment, fully supported, flexible, and allow intergration/interfacing with an array of control computers to automate data input using a commercially available software package (MATLAB) to rewrite and upgrade the grain size software package called SDSZ and to make the program easier to use, process analysis quicker, and less susceptible to user input error. This will also allow CMG to interface to the various particle-size analyzers thereby automating data entry. This will also allow CMG to document SDSZ to the standards required by USGS for release, thus allowing CMG to share the package with colleagues, collaborators, and clients. CMG receives numerous requests for the current version of the software, and it cannot be shared because of incompatibility with the PC environment. This requirement involves the utilization of specialized configurations which include custom designed geological analysis software and hardware. Please acknowledge all requirements. The potential awardee is required to register in IT Solutions Shop at www.it-solutions.gsa.gov. for pret-award processing. All responses received by 5:00 p.m., PST, 4/17/03 will be considered by the government. IMPORTANT!! THE POINT OF CONTACT IS CLARICE FLIPPIN. Responses and inquiries will only be accepted electronically by CLARICE FLIPPIN @ (510) 637-3882, or email at: clarice.flippin@gsa.gov.
