Description
This is a Request for Information to determine whether the government will issue a competitive solicitation. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. IAW FAR Part 10, Market Research, and FAR Part 15.202, Advisory Multi-Step Process, the 55th Contracting Squadron, Offutt AFB, Nebraska, is conducting market research to identify qualified sources capable of providing Maintenance and Administration of the Defense Satellite Communications System (DSCS) Facility. If it is demonstrated that two or more small business concerns have the capability to perform this requirement, procedures under FAR Part 19, utilizing the appropriate small business set-aside program may be initiated. Responses are due no later than 4:00 PM CST 01 May 2003. Interested parties are encouraged to submit brief company qualifications, proposed labor classifications, and a Rough Order of Magnitude. The entire response should not be more than five pages. Include the vendor name, address, telephone number, a point of contact with e-mail address, Central Contractor Registration (CCR) Cage Code, business size including the vendor?s average annual gross revenue over the past three years, and security clearance level in the capability package. The government will review the information provided to determine if it would be cost-effective to acquire the service by contract. The government will not divulge proprietary information outside the government, and contractors will not have access to this information. IAW Defense Information Systems Agency (DISA) Directives, parties must be able to provide around the clock maintenance and administration for all communication equipment associated with the Defense Satellite Communication System. Participants should be familiar with maintaining equipment associated with the Patch and Test Facilities, Technical Control Facility (TCF), Overseeing Hardened Electromagnetic Pulse (HEMP), coordinate procurement of required HEMP material/parts with the government, fabricate, install, repair, and/or replace all interconnectivity cables and connections for associated circuits.
