Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station (NSWCDD CSS), Panama City, Florida 32407-7001 intends to solicit the University of Virginia (UVA), Aerospace and Mechanical Engineering Department 122 Engineers Way Charlottesville, VA 22904-4746 on a sole source basis for Laboratory Evaluation of Shock Mitigation Concepts and Standing/Leaning Human Dynamics Model. The UVA Impact Biomechanics Program (UVA IBP) possesses the unique knowledge and skills to perform the work required for the Laboratory Evaluation of Shock Mitigation Concepts and Standing/Leaning Human Dynamics Model. The UVA IBP has had long-term exposure to the NSW combatant craft community through numerous visits and interviews with Special Boat Team boat operators and medical officers. The UVA IBP possesses unique knowledge of the seated and standing/leaning injury models that are appli cable to the NSW high-speed combatant craft problem. The UVA IBP possesses unique and in-depth experience with the selected lumped-mass whole body model; specifically the MADYMO model developed by TNO, Inc. UVA, moreover, was selected by TNO, Inc. to participate in development of the model. Under an earlier Contract through CSS, the UVA IBP developed the seated human dynamics model, and the current standing/human model will build on this former effort. The UVA IBP possesses unique algorithms and capability to process the 6-DOF dynamics data and synchronized video to extract low frequency roll and pitch head/hip degrees of freedom data, as necessary to develop the model. The UVA IBP possesses unique algorithms to analyze time-synchronized video to develop an improved understanding of the relationship between dynamics and injury in the NSW combatant craft environment. Delivery w ill be to the Coastal Systems Station, 6703 West Highway 98, Panama City, Florida, 32407-7001. Period of performance will be eight (8) months from issuance of the order. NAICS Code 541710 applies. SBA Size Standard is 500 employees.
