- This indefinite delivery contract shall provide for Architectural and Engineering monitoring services to assist the Department of HUD in administering both the pre-construction and construction phases of a special upfront grant program. This program was established to accomplish the sale and rehabilitation of scattered site properties, generally containing 2 to 8 housing units, acquired by the Department through the foreclosure of 203(k) insured loans and located in New York City. These buildings will be bundled into development packages. Each package will be assigned to a participating developer for rehabilitation using the HUD grant and other financing sources. This contract shall also provide for other architectural and engineering services not associated with the upfront grant process, as deemed necessary by the GTR. Work includes the following professional services: (1) Analyze the development proposal and specifications prepared by selected developers prior to their obtaining bids from general contractors. This analysis will assess the quality of construction, amenities, local market standards, adherence to federal and local regulations, and budget costs of the package as a whole. The Contractor also shall perform a detailed review of a percentage of the individual buildings to assess the drawings, specifications, budget estimates, and Preliminary Sources and Uses Statements. (2) Review the bids submitted by the selected general contractor. This shall include a review of all Schedules of Values within a development package to determine if prices are fair and reasonable. The Contractor shall review proposed requisition schedules for all individual buildings as prepared by the Developer. (3) The Contractor shall attend a pre-construction meeting to review logistics of on-site inspections and the requisition process and shall prepare and distribute minutes of this meeting. (4) The Contractor shall review requisition documents to determine whether the documents meet HUD requirements, verify that the funds will be paid from the appropriate sources and recommend disbursement of hard costs on a per building basis. (5) The Contractor shall attend all initial on-site meetings and shall attend selected subsequent on-site meetings on a periodic basis determined by the findings of the requisition review process. During inspections, the Contractor shall review a developer's requisition by comparing requested funds versus actual work in place, reviewing any pending or executed change orders, reviewing any potential disputes, preparing and processing the report including photographic documentation. The Contractor shall perform a final inspection to review the developer's final requisition. (6) The Contractor shall prepare a building status report for each requisition, a monthly report for each development package, a monthly summary report for the entire program, and other reports requested by the GTR. (7) The Contractor shall arrange meetings with HUD staff in the New York office to review status of all work on an as needed basis, but at a minimum of one meeting per month. (8) As requested by the GTR, the contractor shall provide other architectural and engineering services not associated with the upfront grant process. These services include providing consulting services and analysis of complex repairs required on HUD-owned buildings, such as reviewing or preparing specifications and cost estimates for correcting structural damage, essential systems, etc. As requested by the GTR, the Contractor shall inspect completed repairs on selected properties to determine the acceptability of the work, compliance with the specifications, and acceptability for payment. NAICS CODE IS 541310 AND THE SMALL BUSINESS SIZE STANDARD IS $4 MILLION. THE PROPOSED CONTRACT IS SET-ASIDE FOR SMALL BUSINESS FIRMS. ONLY FIRMS THAT MEET THE SMALL BUSINESS SIZE STANDARD SHOULD APPLY. The following criteria will be used for selection of the contractor: 1. PROFESSIONAL QUALIFICATIONS: Offeror must be a registered architect in the State of New York with a minimum of 3 years experience. Offeror must have demonstrated experience in reviewing construction drawings and specifications, serving as an inspecting architect, reviewing and authorizing progress payments, and performing other services integral to rehabilitation or construction of single-family and multi-family housing. 2. SPECIALIZED EXPERIENCE: Offeror must demonstrate recent experience performing architectural review and inspection services of similar size and scope involving the HUD multi-family upfront grant program, the HUD 203(k) program, other similar federal, state and local government housing programs, or private sector programs. Experience must include knowledge of the HUD 203(k) program or other federal requirements applicable to rehabilitation and construction of single-family and multi-family housing (such as Section 504 requirements and Section 106 Historic Preservation requirements) and knowledge of and experience in construction draw down procedures used in the HUD Multifamily Upfront Grant Program, or similar programs. 3. CAPACITY: Offeror must demonstrate professional ability to perform multiple tasks concurrently and to successfully complete all work within designated time limits. Offeror must demonstrate capacity to perform services over a 24 to 36 month period for approximately 40 development packages, each containing approximately 10 buildings with 2 to 8 units each. 4. PAST PERFORMANCE: Offeror must demonstrate the quality of past performance in providing services similar to the requirements of this solicitation in prior or current contracts with government agencies and private industry. Documentation must be presented in terms that illustrate the offeror's past a) quality of work, b) ability to control costs, c) compliance with performance schedules, and d) ability to provide timely responses to issues that arise during various phases of this type of contract. 5. LOCATION: Offeror must have proximity to the geographic region or demonstrated knowledge of local and regional conditions and regulations that would be relevant to the contract requirements. The contract will be Firm-Fixed Price. The contract performance period is one year with options for two additional years.
