Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services in Maryland. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost effective method of providing soil mapping services for the listed locations in Maryland. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. The final products of these services are completed and field correlated soil surveys for designation geographical area to be shown in the solicitation. Major components of this work include: researching existing information pertaining to the survey area (i.e., existing soil surveys, topographic and geologic maps, and aerial photographs); conducting soil mapping activities, collecting and analyzing field data; and identifying soil types and series that will meet or exceed National Cooperative Soil Survey standards; preparing soil profile description information suitable to classifying soil type in accordance with Soil Taxonomy. Developing map unit descriptions and maintaining official map unit legend; compiling field notes, soil profile sheets, field transect sheets, and mapping field sheets by map unit; and entering all documentation in National Soils Information System (NASIS). Offerors must have basic understanding of soil surveying principles including use of field equipment and be able to interpret aerial photography and geomorphology/landscape analysis. Offerors must have basic skills in computer word processing, spreadsheets, databases, and Geographic Information Systems. The services provided include the ability to communicate orally and in writing to explain soil geomorphology, soil properties, and soil classification and interpretation in order to complete work according to USDA, NRCS technical standards. Must be able to collect, organize, and interpret data in order to provide soils information to USDA, NRCS staff, conservation district staff, and other partner agencies. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price performance based service contract. Firms will be evaluated based on the evaluation criteria listed in the request for proposal to determine technical acceptability. The NAICS Code for this requirement is 541370. The solicitation will be available on or about April 23, 2003, and can be downloaded from this web site. Hard copies of the solicitation document will not be available.
