- NA DESC: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). (ii) The solicitation number is DAAD17-03-R-0022. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-13. (iv) The associated North America Industry Classification System (NAICS) Code is 333120 and the Business Size Standard is 750 employees. (v) The following is a list of cont ract line item numbers and items, quantities and units of measure: CLIN NO. DESCRIPTION QUANTITY UNIT 0001 Caterpillar Track Loader Model 963C 1 Each (vi) Description of requirements: The above item is manufactured by Caterpillar, Inc. of Peoria, IL and is being solicited on a Brand Name or Equal basis. Pricing shall be required for the CLIN item as identified. The following are the salient character istics for this equipment: 1) Engine Power - 174 hp gross, 160 hp net; 2) Bucket Capacity - 3 yd3 with flush adapters; 3) Track Shoe Width - 21.7 in; 4) Track Rollers (each side) - 6; 5) Number of Shoes (each side) - 37; 6) Ground Contact Area - 4184 in2; 7) Ground Pressure - 10.2 psi; 8) Track Gauge - 72.8 in; 9) Drive System - Hydrostatic drive with infinite machine speeds up tp 6 mph; 10) Drive System Pump - Two variable-displacement, slipper-type axial piston pumps; 11) Drive System Track Motor - Two variable-displacemen t, bi-directional, piston-slipper-type motors; 12) Drive System Relief Valve Setting - 6090 psi; 13) Hydraulic System - Open-centered series system with 57.4 gal/min output; 14) Lift Cylinders Bore - 5.5 in; 15) Lift Cylinders Stroke - 32.9 in; 16) Ti lt Cylinders Bore - 6.5 in; 17) Tilt Cylinders Stroke - 24.5 in; 18) Hydraulic System Pilot Cycle Time (Raise) - 6.7 seconds; 19) Hydraulic System Pilot Cylce Time (Dump) - 1.5 seconds; 20) Hydraulic System Pilot Cycle Time (Lower, Empty, Float Down) - 2 seconds; 21) Brake Standards - SAE J1026 APR90; 22) Cab Standards - SAE J1040 (MAY90), ISO 3471 (1994), 91/368/EEC, SAE J231 (JAN81), ISO 3449 (1992); 23) Winch - 60,000 lb capacity M45W winch including , control valve for wench, 2,000 ft of 1 in wi re rope with J hook; 24) Cab Climate Control; 25) Air-suspended Seat; 26) Engine Coolant Heater; 27) Ether Starting Aid; 28) Heavy Duty Battery; 29) Four Exterior Lighting Features; 30) Maintenance Literature. The above characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor prop oses to furnish an equal product, the brand name of the product to be furnished shall be inserted on the proposal. (vii) Delivery is required by 15 June 2003. Delivery shall be made to US Army Research Laboratory, Blossom Point Road, Bldg. 511, Laplata, MD 20646. Inspection and Acceptance shall be performed at US Army Research Laboratory, Laplata, MD 20646. The FOB point is Destination. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The following agenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as f ollows: Technical, past performance and price. Technical and past performance are of eq ual importance and when combined are significantly more important than price. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other informat ion) necessary for the government to determine whether the product meets the salient characteristics of the requirement listed in (vi) above. If the vendor proposes to modify a product so as to make it conform to the requirement of this solicitation the v endor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of the proposed p roducts to industry or government agencies. Past performance will consider the ability of the offeror to meet delivery schedules and warranty and maintenance reputation. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves t he right to make an award without discussions. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications - with its offer. (xi) The clause at FAR 52.212-4 applies to this acquisition. The following agenda have been attached to the clause: None. (xii) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.203-6; FAR 52.219.8; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36 and FAR 52.232-33. (xiii) The clauses at DFARS 252.212-7000 and 252.212-7001apply to this acquisition. The following DFARS clauses cited in 252.212-7001 apply : DFARS 252.225-7007; DFARS 252.225-7012; DFARS 252.225-7021; DFARS 252.227-7015 and DFARS 252.227-7037.
