Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil conservation technician services in the NRCS offices in Willcox, Casa Grande, Phoenix, Flagstaff and Yuma, Arizona. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most efficient and cost effective method of providing soil conservation technician services for the listed locations in Arizona. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. These services are currently provided by Government personnel. Major components of this work include: preparing and assisting in the preparation of formal conservation plans in accordance with the National Planning Procedures Handbook (NPPH), the Field Office Technical Guide (FOTG), and all associated manuals and handbooks that support these documents; preparing contracts for program funding, contract modifications, contract payment applications, and supporting documentation; performing conservation practice field investigations, surveys, design, construction layout, and final inspection of practice installation; documenting practice application according to policy and procedure; and coordinating activities with other federal, state, and local units of government and private groups and organizations. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm-fixed price service contract. Technical and cost proposals will be required. The solicitation will be available on or about April 23, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Instructions for downloading the solicitation are available at this website. Hard copies of the solicitation document will not be available. All questions must be directed to the contracting officer in writing by e-mail at lorna.lincoln@az.usda.gov, or by facsimile to 602-280-8805. No questions will be accepted by telephone. The anticipated date for receipt of proposals is on or about May 27, 2003. All responsible sources may submit a proposal, which shall be considered by the agency. The U. S. Government reserves the right to retain the work in-house and make no contract award.
