Description
The procurement requires the contractor to provide program support for Navy Nuclear weapons Security. The contractor must have an intimate knowledge of nuclear weapons security, including the analysis of postulated threats and the development of requirements based on appropriate measures of effectiveness, program planning, systems engineering services, and analytical tasks. Assistance is required to develop coordinated program plans for the execution of multiple, inter-related countermeasure projects at both Ship Submersible Ballistic Nuclear (SSBN) bases. This contract requires close physical proximity to Strategic Systems Programs in order to provide rapid response to emerging program needs. Access to SIPRNET is critical and Top Secret level storage and analysis are required. The period of performance is 01 July 2003 through 30 September 2003, with an option year starting on 01 October 2003. This effort will be negotiated with Systems Planning and Analysis, Inc. (SPA), Alexandria, VA. SPA has addressed key threat vulnerability and countermeasures effectiveness issues for SSP in the past. SPA has developed a unique tool, the Countermeasure Assessment Tool (CAT), which is the dey to SSP's ability to make high-level trades among the diverse spectrum of countermeasures under consideration for implementation. This tool is SSP's only analytical treatment of the effectiveness of the ensemble of current and proposed countermeasures, and it is being used to make both internal judgments and to defend the program content in the larger security community. SPA has also been the lead organization for the development of past SSP and current master plans. SPA's uniquely qualified to continue to produce such information. The personnel hold specific experience on the unique nature of the Nuclear Weapons Security program and are familiar with relevant organizations, staff, and processes in order to execute this task most effectively.
