Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Procedure (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F2LMCA30850100. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12, DFARS Change Notice (DCN) 20030331. The North American Industry Classification System (NAICS) is 334513. The size standard is 500. This acquisition is Unrestricted. This acquisition is for the following supplies: CLIN 0001 - One (1) Stressed controlled modular rheometer which contains the following Options: High precision forced gas oven, 25 mm measuring cone, 25 mm measuring plate, 50 mm measuring cone, 5mm measuring plate, temperature control system for concentric cylinders, low temperature liquid circulator, electrically heated control system for concentric cylinders, standard concentric cylinder measuring system; 1 year warranty; unlimited technical support; installation and onsite training; loaner equipment if necessary. Basic minimum requirements for this stressed controlled modular rheometer is as follows: · Precision forced gas thermostatting unit capable of obtaining temperatures in the excess of 500 ºC. · Measuring plates and cones at least 50 mm in diameter. · Concentric cylinder measuring system. · Precision electronic thermostatting unit for concentric cylinders capable of obtaining temperatures of 300 ºC. · Precision thermal liquid thermostatting unit for concentric cyinders capable of obtaining temperatures as low as –40 ºC. · Rheometer motor must operate in a torque range of 0.02 micronewton meters to 200 micronewton meters and have a resolution of less than 2 nanonewton meters. · Rheometer must be capable of measuring the normal force from 0.01 newtons to 50 newtons with a resolution of 2 millinewton. · Rheometer must also have the ability to test in the frequency range of 10-4 to 100 Hz and steady state speeds of 10-7 to 3000 1/min. · Rheometer should have preset deflection angles ranging from 0.1 microradian to infinity with a resolution of less than 0.01 microradian. The contract being contemplated is a firm-fixed price (FFP). No hard copies of the RFQ, or portions there of will be provided. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004 -- REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000). CONTRACTORS CAN ACCESS THIS CLAUSE BY INTERNET URL: http//:www.farsite.hill.af.mil. The government will award the contract resulting from this RFQ to the responsible offeror whose quotation conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factor will be used to evaluate offers: Lowest Technically Acceptable offer, Price, and Past Performance, with Technically Acceptable and Past Performance being more than the Price.
