Description
The Encapsulated Harpoon Command and Launch Subsystem (EHCLS) is a submarine platform fire control system which receives tactical data from the host platform?s combat systems suite and returns cruise missile flight plan data via a digital data link to Harpoon missiles. The EHCLS was designed and installed on USN fast attack submarines in the early 1970?s, and has since been installed in 10 foreign fast attack submarine classes. The USN is currently under contract to improve this system to be able to take advantage of advanced features of Harpoon Block 1C and 1G missiles. This improved system, EHCLS II, is under development at the Naval Undersea Warfare Center (NUWC) in Newport, RI. The primary subsystem of the EHCLS II is the Harpoon Data Processor (HDP). The HDP Chassis is a standard 8-slot VME backplane housed within an avionic standard ? ATR (Austin Trumbull Radio Racking) chassis housing. CLIN 0001: The contractor shall provide two (2) prototype - Harpoon Data Processor (HDP) Chassis units, which will be used by NUWC to develop and build the HDP. All HDP Chassis Performance Specifications and Hardware Qualification Testing requirements will be specified in the solicitation. The contractor will design the HDP Chassis using existing Commercial Off-The-Shelf (COTS) equipment with modifications as necessary to satisfy the performance, functional, operational, and test requirements identified in the solicitation. The contractor shall perform tests and analyses to validate that all requirements have been met. The test results and analyses shall be documented and delivered with the HDP Chassis. CLIN 0002 - Upon successful completion of the hardware qualification testing, there will be an option to procure three (3) additional HDP Chassis. All Technical data will be provided per CLIN 0003. The Government intends to award a firm fixed price contract using the procedures per FAR Part 12 and 13. Proposals will be evaluated based on Technical Capability and Past Performance. A request for quote will be issued approximately 11 APR 03. Anticipated desired award date is on or before 01June 03. Delivery will be F.O.B. destination, Newport, RI as follows: (CLIN 0001) two (2) prototype HDP Chassis units -- 60 DAC; (CLIN 0002) Hardware Qualification Testing Results -- 60 DAC; (CLIN 0003) Option I three (3) additional HDP Chassis units -- 90 Days from notification of exercising Option I.
