Description
The proposed contract listed herein is 100% set-aside for small businesses. This acquisition will be a two-step process. The solicitation will be issued on or about April 28, 2003. Step 1, from the date of solicitation issuance firms will be given 10 working days to submit their statement of qualifications (SOQ). Firms that do not submit their SOQ will not be permitted to submit a proposal. All interested small businesses will submit their written SOQ to this office VIA E-MAIL to: GrippaldiJA@efdsouth.navfac.navy.mil or by fax at: (843) 820-5848. SOQ shall include: 1. Past Performance (Prime and major subcontractors)(within the last 3 years); and 2: Corporate Experience (Prime and major subcontractors). NOTE: At least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Once this information is received by the Contracting Office, a capability analysis will be performed and each firm will be notified in writing whether or not they are considered a viable competitor for this acquisition based upon the strengths, weaknesses and deficiencies noted in their proposals. Notwithstanding, the advice provided by the Government in response to their step 1 proposals, they may participate in step 2 of the source selection process. Step 2, firms will be given 3 to 4 work weeks to submit their technical and price proposals. New point of contact is Joseph A.
