Description

NA GENERAL: This announcement is for the purpose of soliciting names of United States Construction firms, International Construction Firms and Joint Ventures interesting in submitting an offer on the below described project. To be considered a United States Construction firm, the firm must: be incorporated in the U.S.; have its corporate headquarters in the U.S.; the firm has filed corporate and employment tax returns in the U.S. for a minimum of two (2)years(if required); has filed State and Federal income tax returns for two(2)years (if required)and has paid any taxes due as a result of these filings; and the firm employs U.S. citizens in key management positi ons. Construction Surety will be required. The magnitude of this project is between $10,000,000.00 and $25,000,000.00. PROPOSAL BID PERIOD: This solicitation is tentatively scheduled for release on or about 10 May 2003 and the proposal due date is 8 July 2003. Do not send a second request if this solicitation is delayed for any reason. PROJECT SCOPE: The construction of a multi-story retail/dining support center that will house the Base Ship's Store,retail service outlets,theater, package store, public telephone facility, warehouse, post office, dining facility, bowling alley, gymnasium, playing courts, recreation pavilion and administrative offices. This faciliy will be constructed on pile foundations with a combination of concrete and steel structure. Project is inclusive of exterior landscaping, roads, utilities and parking. PROPOSAL PROCEDURES: This solicitation will be released to construction contractors only. This solicitation will not be released to suppliers or plan rooms. Firms interested in submitting a proposal in response to this solicitation must send a written re quest with the following information to fax number 540-665-4033 to the attention of Ms. Robyn Ratchford. The request must reference the solicitation number and state the company name, type of company, mailing and shipping address of the firm, telephone an d fax numbers and the Point of Contact for the firm. Phone call requests will not be honored. Hard copies of both a technical and price proposal will be required. At a minimum, proposals will be evaluated in the areas (1) reasonableness of price;(2) past performance;(3) experience and (4)management capability. In accordance with DFARS 252.236-7010 , offers from firms that do not qualify as US Constructions firms will be evaluated by adding 20% to the price proposal. Joint ventures with a US firm will be evaluated as a US firm.
