The Program Manager (PM) for Test & Evaluation/Science & Technology (T&E/S&T), Director, Operational Test and Evaluation (DOT&E)/Systems and Test Resources (S&TR) Office is collecting information for the research and development of advanced architecture, sensing, network, and data management technologies that can enhance the state-of-the-art of embedded instrumentation in support of test and evaluation. The PM, T&E/S&T, within DOT&E is charged with enhancing future T&E capabilities across the Department of Defense (DoD). The PM, T&E/S&T is leading an effort to establish an enhanced embedded instrumentation capability to support the test and evaluation of weapon systems, munitions, human systems, and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. Weapon systems include air, land, sea, and space vehicles and weapon platforms and their accompanying support platforms. Embedded instrumentation systems should have minimum impact on the tested system?s performance, volume, weight, power usage, overall design, manufacturing capability, etc. These embedded instrumentation systems should be available throughout the life of the tested systems, for follow-on tests, as well as supporting training and health monitoring. They should gather information on the tested system and weapon effects on targets (e.g., survive to gather data on the amount of directed energy applied to a target). The PM, T&E/S&T is seeking information on all advanced architecture, sensing, network, and data collection technology development efforts that could enhance embedded instrumentation for test and evaluation and support similar capabilities in training, logistics, and maintenance. Particular areas of interest include: (1) architecture designs, (2) sensors and other data collection systems, (3) micro electro-mechanical systems (MEMS), (4) communication networks, (5) data collection, storage, and reduction systems, (6) reliability, durability, and maintainability of embedded instrumentation, (7) survival of embedded instrumentation in harsh environments, (8) manufacturing approaches and (9) potential use of embedded T&E instrumentation to support training and diagnostic/prognostic requirements. Government organizations, commercial entities, universities, and other non-profit organizations capable of conducting appropriate research and development, in whole or in part, are invited to submit an affirmative response to this notice. Interested parties are requested to submit research and development information/ideas as well as capability statements, catalogs, or their published literature that describes their research and development activities, products and product capability no later than 5 May 2003. Information shall address at a minimum: research, development, and demonstration idea/capability; technical challenge that can be addressed; maturity of the embedded instrumentation technology (including method by which maturity was assessed); previous experience with similar efforts; business size, and a point of contact (including telephone number and email address).
