Description
The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for clerical services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost-effective method of providing clerical services for the listed locations in Texas. In accordance with OMB Circular A-76, commercial offers will be compared with the Government?s costs to perform the above services. The request for bids will not result in a contract if Government performance is determined to be more cost advantageous. Government personnel are currently providing these services. Major components of this work include: provide 6.2 full time equivalent (FTE) employees for clerical support of the Natural Resources Conservation Service (NRCS). The positions will provide generalized and specific assistance to various sections in the NRCS. The generalized activities may include office reproduction, written correspondence, file management and research, processing travel requests and vouchers, and the handling of mail, faxes, electronic mail, phone calls and visitors. The majority of the computer activities will be Windows based applications, using Microsoft Office Suite. Five of the positions will also entail specialized activities such as timekeeping, contracting assistance, conversion of standards and drawings to electronic and web-based formats, Desktop publishing and preparation of publications and presentations, preparation and maintenance of electronic documents, and computer network management, training, and user support. Any contract resulting from this solicitation will have a one-year base period and four one-year options. This solicitation is set-aside for small business. NAICS Code: 561210. Size Standard: $6.0 million. The solicitation will be available on or about April 21, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov.
