Description
This is the second of two Sources Sought Notices for an Office of Management and Budget (OMB) Circular A-76 Commercial Activities Study of Soil Mapping Services presently being performed by the U.S. Department of Agriculture-Natural Resources Conservation Service (USDA-NRCS) in Maryland. Please read this entire synopsis. OFFERORS MUST RESPOND TO THE QUESTIONS CONTAINED IN THIS SYNOPSIS. This is NOT a request for proposal and in no way obligates the Government to award a contract. The USDA, NRCS is seeking sources capable of providing Soil Mapping Services in Maryland. This includes soil investigation, soil classification, soil correlation and soil mapping in order to provide guidance to field soil scientists and others in map unit design, electronic map compilation, application of Soil Taxonomy in classification of soil, and interpreting the soils for many uses. Offerors must have basic understanding of soil surveying principles including use of field equipment and be able to interpret aerial photography and geomorphology/landscape analysis. Offerors must have basic skills in computer word processing, spreadsheets, databases, and Geographic Information Systems. The services provided include the ability to communicate orally and in writing to explain soil geomorphology, soil properties, and soil classification and interpretation in order to complete work according to USDA, NRCS technical standards. Must be able to collect, organize, and interpret data in order to provide soils information to USDA, NRCS staff, conservation district staff, and other partner agencies. Currently, the Government in-house workforce performs these services. The requirement will fall under the North American Industry Classification System (NAICS) Code 541370, Surveying and Mapping (except Geophysical) Services. In addition, please specify the following based on NAICS 541370: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small emergent business, a small disadvantaged business, a veteran-owned small business or a service-disabled veteran-owned small business? (3) If disadvantaged business, specify under which disadvantaged group, and whether your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified Hubzone small business? (5) Is your firm a woman-owned small business? ALL PROSPECTIVE OFFERORS MUST USE E-MAIL TO RESPOND TO THIS SYNOPSIS. TELEPHONE AND FACSIMILE RESPONSES TO THIS SOURCES SOUGHT NOTICE WILL NOT BE ACCEPTED. The solicitation will be made available on the Federal Business Opportunities website when it is released. NO SOLICITATION EXISTS AT THIS TIME. It is anticipated that a solicitation may be released in late April 2003. It is recommended that you respond to this notice, including all of the information above. It is the responder's responsibility to provide an e-mail address that is current and valid through the time of notification. Any expected or actual changes to this address should immediately be sent via e-mail to the Contracting Officer. The Government is not responsible for inability to deliver e-mail.
