- Description
- NA Upgrade of a single lane, gravel road to a two-lane, paved road with shoulders. Road is approximately one mile in length. Common and rock excavation, backfilling, filling, grading, clearing and grubbing work are included. In addition, placement of aggre gate sub-base, rapid draining material (RDM) drainage layer, dense-graded aggregate (DGA) base, and a bituminous concrete wearing surface course is required. Installation of pavement base drains, guide rails, pavement markings, storm water culverts with h eadwalls, riprap slope protection, relocation of existing overhead electrical and telephone distribution cables, and construction of vehicle access gates is also required. The procurement is 100 percent set aside for Section 8(a) competition. Only bids f rom qualified 8(a) firms will be considered. All other bids will be rejected. The applicable NAICS code is 237310 with a size standard of $28.5 million. A written solicitation will be issued on (or about) April 18, 2003 and will be available for downloa d at https://ebs.nap.usace.army.mil/AdvertisedSolicitations under the above solicitation number on (or after) that date. The date and time for receipt of bids is on (or about) May 17, 2003 at 11:00 a.m., local time. Solicitation documents will only be av ailable via the Web, hard copies will not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the above Web site on (or after) the issue date. If any offeror information changes during the advertisemen t period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and any amendments. Offerors are responsible for printing paper copies of the solicitation. Bonding is not required. Affirmative action will apply. Liquidated damages will be specified. Award will be made as a whole to one offeror. All contractors must be registered in the DoDs Central Contract Register before award, as required by DFARS 204.7300 and comply with VETS-100 annual reporting as required by FAR 22.1310(b). Instructions will be included in the solicitation.
