- Description
- The Missile Defense Agency (MDA) is seeking potential sources to provide technical and program management support to MDA?s BMDS Sensors Directorate Office (MDA/SN). MDA intends to utilize GSA ordering procedures to acquire the services described in this notice. Interested GSA schedule holders judged best qualified to compete for the work will be sent a Request for Quotations package within one (1) week after this announcement?s due date, with offers due approximately four (4) weeks later. This procurement will acquire scientific engineering and technical assistance to assist MDA/SN with the BMDS Radar procurement. Specific task areas include: (1) provide strategic/program planning and technical support for initiatives to develop long-range plans and complementary near-term plans to fulfill mission requirements; (2) provide management, technical and administrative support; (3) develop and maintain an Operations Planning Center that will serve as central point of information collection, data analysis and briefing development; (4) conduct sensor trade studies, architecture analyses, algorithm analysis and sensor engineering; (5) perform risk analysis and assessment of concepts, designs, schedules, and plans; (6) develop and disseminate mission policies, administrative standards and executive processes to facilitate staff actions and to coordinate decisions; (7) review and analyze MDA provided program planning documents; (8) identify and track key milestone events that pace the sensor network development process; (9) research and prepare required budget documentation and supporting material; (10) support algorithm assessment and integration for the BMDS Radar and (11) assess algorithms for potential integration to other sensors, including RF and EO/IR sensors. The resultant order will consist of a Firm-Fixed Price support services line item for an estimated 23 man-year equivalents (MYEs). The Government reserves the right to make multiple awards to other GSA schedule holders. The term of the order with options is anticipated to be 4-years. The contract will consist of on-site personnel located in Arlington, VA and off-site personnel in the D.C. metropolitan area. Proposal Submissions or Capability Statements may be provided electronically, in hard copy or both. GSA schedule contractors are invited to submit to the contracting office as early as possible, but not later than 14 April 2003, a three (3) page Capability Statement summarizing the corporate strengths in relation to the following criteria: (1) qualification and capabilities of your staff to perform the type of work specified (2) Corporate company?s experience with DoD or MDA for the type of work specified and (3) Management Approach to management of on-site/ off-site staff, to include, retention/replacement, authority, responsibilities, and quality control, as well as the ability to provide required clearances at time of award. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Please segregate this information on the Capability Statement by firm. Acceptable sources must hold a GSA Schedule, with 22% of personnel requiring a TOP SECRET/SCI clearance; 52% of personnel requiring TOP SECRET clearances, 100% of personnel requiring SECRET on task order start date (approximately 30 days after task order award date) and 90% of personnel with aforementioned security clearances within 60 days of award.
