Description
The Naval Air Systems Command, Lakehurst, NJ intends to enter into negotiations on a sole-source basis with Boeing Aerospace Support via a modification to an existing delivery order to continue development and demonstration of tools to facilitate the transportability of Test Program Sets (TPS). The AVA Tool currently being developed under the existing Contract N68335-02-G-3117 Statement of Work identified differences in station hardware that must be addressed during the AVA Tool TPS transportability process. This enhancement will be developed and demonstrated at Boeing on a Government Furnished Consolidated Automated Support System (CASS) station using a F-18 Test Program and Unit Under Test. The most significant differences noted under N68335-02-G-3117 included the quantity and type of measurement and stimulus assets available. A stimulus solution, using synthetic techniques for the collection and analysis of signals will be demonstrated to satisfy the differences in types and quantities of stimulus assets. Boeing Aerospace Support as the sole designer and developer of the AVA Tool is the only known firm with the unique knowledge, experience, technical data, software and test equipment to enhance the AVA Tool. Boeing owns propriety rights to the source code. The Government does not own the technical data. All responsible sources are encouraged to submit a proposal. A successful respondent must have knowledge of the AVA Tool. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. No solicitation package will be available.
