Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Air Force intends to award a contract with SAMS VENTURE LLC to prepare a Specific Plan and Entitlements Report for property currently owned by the Federal Government. Pursuant to the FY 2001 DoD Authorization Act, Pub. Law 106-398, Section 2861, as amended by Pub. Law 107-314, Section 2841, SAMS VENTURE LLC was selected under a competitive procurement to develop the Systems Acquisition and Management Support Complex (SAMS). Under the SAMS project, the Space and Missile Systems Center (SMC) at Los Angeles Air Force Base (LAAFB) CA intends to convey a large portion of the LAAFB's existing real property to SAMS VENTURE LLC, in exchange for build-to-suit completion of new, seismically compliant facilities for SMC on a portion of the remaining LAAFB property. The properties total approximately 113 acres and are located in El Segundo, Hawthorne and Sun Valley, California. Based upon the competitive selection of SAMS VENTURE LLC for the SAMS project, it is the only contractor that can perform this contract implementing its selected proprietary proposal for this unique real estate transaction. The proposed new service contract is to provide program management type support required for the Air Force's responsibilities as owner of the land. The purpose of the Specific Plan is to provide, in compliance with SAMS VENTURE LLC's selected proposal, a comprehensive plan for the reuse of this site. It will serve as both the General Plan and zoning for the site. The Specific Plan will reflect an evaluation of city policies and programs, and other recent developments in the area. It will address the land use mix and distribution, urban design, vehicular and pedestrian circulation, needed street improvements to accommodate the increased traffic, parking, public improvements, signage, environmental impacts, and implementation methods. The required period of performance is 17 April 03 through 30 Nov 03. Interested contractors will have ten (10) days from the date of this announcement to submit their proposal. All responsible sources may submit a proposal, which shall be considered by the agency. To be eligible to receive an award resulting from this proposal, the contractor must be registered with the Central Contractor (CCR) database. NO EXEMPTIONS. Verification of CCR registration and Tax ID Number must accompany your proposal. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and addenda are not attached. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition and a completed copy must be provided with the offer. FAR 52-212-4, Contract Terms and Conditions-Commercial Items, DFAR 252.204-7004, Required Central Contractor Registration, FAR 52.233-3, Agency Protests, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, include the following subclauses, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-13, and 52.232-33 apply to this acquisition. In accordance with FAR 52.212-2, the evaluation criteria for this solicitation will consist of the offeror's past performance and price.
