Description
The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302.Award will be made on a sole source basis to Omni Shoreham Hotel, Washington D.C., for services and reservations of meeting space under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number F7AFME30720100 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The SIC Code is 7011, size standard is $6.0 and the NAICS code is 721110. The Contract is for the purchase of hotel conference space to host the Chief of Staff of the Air Force Team Excellence Awards (CSTEA) Banquet from 10-15 Sep 03. The hotel must provide 1190 guest room capacity at government rates for 10 days, 1 ballroom, 1 Empire Room, and 3 meeting rooms on site. The period of performance is 10 Sep 03 ? 15 Sep 03. Award is anticipated on 01 Apr 03. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation ? Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision are as follows: conformance to the technical proposal specifications, price for Hotel conference space, and past performance. Addendum to FAR 52.212-4 Contract Terms and Conditions ? Feb 2002 Commercial Items Paragraph ( c ) of this clause is tailored as follows:( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of administrative changes such as paying office, appropriate data, et., which may be changed unilaterally by the Government. (n) Title. Unless specified elsewhere in this contract, title to items to furnished by this contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. Title for commercially-available-off-the-shelf (COTS) Software is exempt from this paragraph. Award will be made using simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. Offerors are due at 12th Contracting Squadron not later than 08:00AM, Central Time, April 4, 2003 and should reference the solicitation listed above.
