Description
The National Institute of Mental Health (NIMH) proposes to issue a Request for Proposals (RFP) entitled "NIMH Psychoactive Drug Screening Program" under Full and Open Competition. The objectives of resultant contract (1 award) are to receive and test approximately 1,000 (but could range from 500-1,500) coded samples (synthetic compounds, small molecules, gene products, and natural product extracts) per year, in broad-based human and rodent CNS receptor and enzyme screening assays, to test active samples in secondary functional assays, and to provide an electronic data file for each of the screened compounds. Approximately 80% of these samples are to be tested in human recombinant receptor assays. Samples for screening can include, but are not limited to, novel chemical entities, structural analogs of lead compounds, genes or gene products, small molecules, enzyme inhibitors, and natural products. The requirements are: (1) to establish and validate binding assays for cloned human or rodent receptors by cloning a receptor, maintaining a stably transfected cell line expressing the receptor, and establishing the binding and functional assays for the receptor in accordance with standards established in the published scientific literature; (2) to conduct high-throughput screening of compounds in broad-based primary and secondary pharmacological assays (radioligand binding and enzyme assays), functional assays, and assays to assess brain penetrance, bioavailability, and cardiac toxicity, (3) provide an electronic data file of screening results for each compound suitable for inclusion in a scientific publication, and (4) update and maintain a Ki database for compounds and drugs and a molecular imaging ligand database. A cost-reimbursement contract with a three (3) year base and two (2), one (1) year options is contemplated. It is estimated that this contract will begin on or about September 30, 2003. This contract will utilize Performance Based Contracting (PBC) in evaluation of the contractor's performance and in award of fee (as applicable). A Deviation from FAR 227-11, Patent Rights - Retention by the Contractor (Short form)(June 1997), is being sought for this contract. This clause deviation applies to discoveries resulting from routine pharmacological and functional screening activities involving the use of proprietary compounds. Discoveries resulting from research activities pertaining to the development of new screening assays or other unanticipated discoveries developed by the Contractor without the use of proprietary compounds will be covered by the standard Patent Rights Clause (FAR 52.227-11, Patent Rights - Retention by the Contractor (Short Form) (June 1997) RFP No. NIMH-03-DB-0004 will be available on or about April 21, 2003 and the receipt date of proposals on or about June 5, 2003. All information required for the submission of an offeror will be contained in the electronic RFP package. Following proposal submission and the initial review process, offerors comprising the competitive range will be requested to provide additional documentation to the Contracting Officer.
