- Description
- The National Institute of Mental Health (NIMH) proposes to issue a Request for Proposals (RFP) entitled "NIMH Chemical Synthesis and Drug Supply Program" under Full and Open Competition. The objective of the resultant contract (one award) is to synthesize, purify, and provide essential compounds that are unavailable from commercial sources to stimulate basic and clinical research in psychopharmacology relevant to mental health in areas such as the molecular pharmacology and signaling of CNS receptors, longitudinal studies to evaluate the molecular, biochemical, and behavioral actions of psychoactive compounds, and functional brain imaging in primates and humans. The requirements are: (1) Non-GMP synthesis of compounds which may include new drugs, imaging precursors, analogs, metabolites, neuropeptides, small molecules, radiolabeled compounds, analytical standards, synthetic intermediates, probes, and any related compounds; (2) cGMP synthesis of compounds and the preparation of analytical results in a format suitable for inclusion in an Investigation New Drug (IND) or NDA Chemistry and Manufacturing section; and (3) maintenance and distribution of the compounds in the NIMH Chemical Synthesis and Drug Supply Program Inventory. A cost-reimbursement (or cost plus fixed and award fee) contract with a three (3) year base period and two (2), one (1) year options is contemplated. It is estimated that this contract will begin on or about September 30, 2003. This contract will utilize Performance Based Contracting (PBC) in evaluation of the contractor's performance and in award of fee (as applicable). A Deviation from FAR 227-11, Patent Rights - Retention by the Contractor (Short form)(June 1997), is being sought for this contract. This clause deviation applies to discoveries resulting from chemical synthesis procedures and process development of proprietary compounds. Discoveries resulting from research activities pertaining to the development of chemical synthesis procedures, process development, or other unanticipated discoveries developed by the Contractor without the use of proprietary compounds will be covered by the standard patent rights clause (FAR 52.227-11, Patent Rights - Retention by the Contractor (Short Form) (June 1997) RFP No. NIMH-03-DB-0005 will be available on or about April 18, 2003 and the receipt date of proposals on or about June 5, 2003. Following proposal submission and the initial review process, offerors comprising the competitive range will be requested to provide additional documentation to the Contracting Officer.
