- Description
- 1.1.1 The contractor shall provide all personnel, equipment, tools, supplies, parts, materials, labor, supervision and all other items and services except Government Furnished Equipment and Services necessary to provide an Automated Vehicle and Passenger Tracking System that shall be named the Japan Vehicle Tracking System (JVTS). The system shall utilize cellular technology, global positioning technology, proximity cards/scanners, information management hardware/software, Government provided Microsoft Access Database Software Program (BusTrack), Internet, Intranet, local area network, and wide area network technologies. 1.1.1.1 The JVTS server(s) shall be used exclusively for this project and housed at the Okinawa Student Transportation Office Camp Foster, Japan. 1.1.1.2 Technical Support. The contractor shall provide information assurance, systems/network administration, user orientation/training, and help desk support between 0800-1700 Monday through Friday, excluding the following US federal holidays: Date Event Date Event January 1 New Year’s Day January 20 Birthday of Martin Luther King February 17 Washington’s Birthday May 26 Memorial Day July 4 Independence Day September 1 Labor Day October 13 Columbus Day November 11 Veterans Day November 27 Thanksgiving Day December 25 Christmas Day 1.1.2 Intended Use. To be used by the Department of Defense Dependents Schools (DoDDS) Pacific Transportation Management Office (PACTMO) and the United States military to continuously identify the exact location (within 50 meters)/status of DoDDS buses and other Government vehicles in Okinawa and mainland Japan on a near real time basis twenty four hours a day, seven days a week. 1.1.2.1 To provide drivers and security attendants the capability to alert their home base authorities of an emergency situation on the bus. 1.1.2.2 To track 8,000 registered passengers embarking/disembarking on daily commute runs using proximity cards. 1.1.2.3 To provide a means to voice communicate between vehicle dispatchers/Government employees and the vehicle operators using a hands free system. 1.1.2.4 To provide student transportation offices, military motor pool and police stations the capability to listen in on conversations of passengers inside a bus unbeknown to the passengers and driver. 1.1.2.5 To provide a user-friendly e-mail system between the monitoring stations and the buses using a touch activated screen.
