Description
INTEGRATED SUPPORT SERVICES. The U.S. Department of State, Bureau of Nonproliferation, Office of Export Control Cooperation (NP/ECC) requires integrated support services. NAISC Code 541990, All Other Professional, Scientific and Technical Services applies. It is the government?s intent to award two Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts on the basis of best-value to the government. The procurement will subscribe to a Performance-Based Service Contracting method of acquisition. The contracts will be comprised of one base period and four option periods. The necessary services will be acquired through the issuance of Firm-Fixed-Price task orders. The successful offerors will provide the following integrated services: (a) services that are performed to provide and (or) assist NP/ECC with general administrative support, including the conduct of conferences and analyses; (b) services that are performed to provide and (or) assist NP/ECC with equipment acquisition support; (c) services that are performed to provide and (or) assist NP/ECC with cost avoidance and (or) savings support; and, (d) services that are performed to provide and (or) assist NP/ECC with training and exchange support in the areas of Senior Export Control Policy, Basic WMD Inspection and (or) Detection, Train-the-Trainer Program Training, Customs Cargo Targeting and Risk Management Training, National Control List Training, Licensing Procedures and Practices Training, and Legal and (or) Regulatory Training. It is the Government's position that, due to the mission of NP/ECC, the successful offeror will possess the ability to provide the same integrated service(s) at concurrent times, at different locations throughout the world. In addition, all personnel key to the successful offerors? approaches, as well as those to be located on-site at NP/ECC will possess a Top Secret security clearance issued by the Defense Investigative Service. For this procurement, the SBA considers a business concern to be small if its average annual receipts do not exceed $6.0 million dollars. Proposals should be forwarded as delineated in the solicitation. The associated solicitation will be posted on the Government-wide point of entry (GPE) no earlier than 15 days from the publication of this notice
