- This is the second of two sources sought notices under an OMB Circular A-76 commercial activities study for soil mapping services, presently being performed by the Government. Those who responded to the first sources sought notice for these services (under Solicitation No. NRCS-14-LA-03) are not required to respond to this notice. This is not a request for offers. Responses to this notice will be used to determine if the resultant solicitation should be set-aside under an SBA set-aside program, either as a HUBZone or small business set-aside. If adequate responses are not received from HUBZone small business concerns or small business concerns the acquisition may be solicited on an unrestricted basis. Responses to this notice must be sent via email to ralph.broome@la.usda.gov. All responses must be received not later than 15 days from issuance of this notice. As a minimum the following information is requested: (1) name, address and business size; (2) satisfactory evidence of ability to perform required services; (3) statement of intent to submit an offer under resultant solicitation; and (4) if submitting information for HZ set-aside, a copy of HZ certification. Work requirements for soil mapping services (NAICS code 541370) include, but aren't limited to providing soil investigation, soil classification, soil correlation and soil mapping in order to provide guidance to field soil scientists and others in map unit design, electronic map compilation, application of Soil Taxonomy in classification of soils, and interpreting the soils for many uses. Offerors must have basic understanding of soil surveying principles including use of appropriate field equipment and be able to interpret aerial photography and geomorphology/landscape analysis. Offerors must have basic skills in computer word processing, spreadsheets, databases, and Geographic Information Systems. The services provided include the ability to communicate orally and in writing to explain soil geomorphology, soil properties, and soil classification and interpretation in order to complete work according to USDA, NRCS technical standards. Must be able to collect, organize, and interpret data in order to provide soils information to USDA, NRCS staff, conservation district staff, and other partner agencies of NRCS. Work is required in Denham Springs, Monroe, Ringgold, and Eunice, Louisiana. All qualified prospective offerors are encouraged to submit information.
