Description
NA STATEMENT OF WORK Perform Landscaping for DCARNG, DC D.C. ARMORY 2001 East Capitol ST SE Washington D.C 20003. A site visit will be held on 03 April 2003 at 2:00 P.M. 1. PURPOSE: The purpose of this contract is to provide landscape services to the DCARNG Environmental Section for the DC Armory. NOTE: Landscaping company will remove all existing shrubbery (approximately 31 shrubs and two trees) and fully develop approximately 3000 sq. ft. 2.References: a. American Standard for Nursery Stock (ANSI Z60 .1-1996) 3. REQUIREMENTS FOR LANDSCAPING a. The contractor shall provide all materials, equipment, supplies, labor and transportation required to procure and plant designated landscape trees and shrubs. b. The Contractor shall notify the COR of the delivery schedule a minimum of two days in advance. All landscape trees must be inspected by the COR or his representative prior to plating on property of the DC Armory. The contractor will remove all unaccepta ble material from the DC Armory. c. All trees will and shrubs will be protected during transport and delivery to prevent damage to the root balls or desiccation of the leaves. Trees shall be protected from drying out during transport by tying in the branches and covering all exposed bran ches. Trees shall be handled carefully to avoid damage to the root ball. Trees with loose or damage root balls may be rejected by the Government. d. All trees not installed on the day of arrival at the DC Armory shall be stored and protected in areas designated by the COR or his representative. All trees shall be kept in a moist condition by watering and mulching. The Government will provide design ated water sources and mulch for tree storage. The Contractor shall be responsible for hauling and spreading. e. All trees shall be Nursery Grown and shall conform to the requirements of ANSI Z60 .1-1996. Planting stock shall be well branched, systematically developed with a single leader (except flowering trees and free from disease, sunscald and harmful insects. Trees, which are to be planted within ten feet of a street or sidewalk, shall be classified as ?Street Trees? and shall be free of branching over half total height of the tree. f. Trees shall conform to the varieties specified in the Planting Schedule and be true to name as listed in Standard Plant Name. Substitutes will not be permitted without prior written approval from the COR, or his representative. Substitutions will be aut horized only when a tree is not obtainable and/or the Contracting Officer issues a change order for an equitable adjustment. All trees shall be identified with waterproof labels and weather resistant ink to facilitate inspection and identification. g. Balled and burlap (B&B) plants shall have ball sizes at the minimum with rations conforming to ANSI Z60 .1-1996. Plants shall be balled with firm, natural balls of soil. h. The contractor must obtain an approved digging permit from the Department of Licensing and Regulations prior to the start of work. The location of any underground utilities shall be verified by the Contractor and the COR. Tree planting locations and und erground shall be clearly marked once for the Contractor at no additional expense. It will then be the responsibility of the Contractor to maintain the proposed tree location marks and all utility line location marks until the tree is planted. i. Planting sites are located immediately in front of the DC Armory. Tree planting locations will be determined according to feasibility of land and location with regards to underground utilities. j. Plant pits may be dug by any approved method provided that they meet ANSI Z60.1-1996 specifications. When pits are dug with an auger and the sides of the pit become glazed, the surface shall be cultivated to present a neat appearance. k. The planting soil mixture shall be composed of a homogenous mixture of 1/3 part organic leaf compost and 2/3 parts natural soil. The Contractor will b e responsible for hauling the leaf compost. l. Balled and burlap (B&B) planted shall be hauled and moved only by the root ball. Trees shall set plumb and held in position unit sufficient soil has been firmly placed around the root ball. Plants shall be set in relation to surrounding grade so that th ey are two inches above the depth, which they were grown in the nursery. The plants shall be back filled with planting soil mixture to approximately half of the depth of the ball and then tamped. Excess burlap and tying materials shall be carefully removed and folded back to the outside of the root ball. Wire baskets will be cut on the top and sides and removed from the upper 12 inches of the root ball after the tree is placed in the hole and set. The wire shall not protrude above the soil. The remainder of the backfill shall be tamped and watered. Earth saucers or water basins then shall be formed around individual plants. m. All watering shall be done in a manner, which will provide coverage but will not cause erosion or damage to the finished surface. Sufficient water shall be applied to penetrate the soil to a minimum depth of six inches. n. Mulching shall take place within 24 hours after planting. Mulch is to be applied and maintained at a depth of 2-3 inches and a minimum diameter of 36 inches. The mulch is to consist of a homogenous mixture of shredded hardwood mulch, which is to be purc hased by the contractor. The contractor is responsible for hauling and spreading mulch. o. Trees to be staked will be identified by the Government in the planting plan. All required tree staking and guying is to be completed within 48 hours of installation. A minimum of two stakes (height 3? 4?) and guys are to be installed by the contractor for each tree planted. p. There will be a 12 month warranty and plant establishment period. The period of establishment shall began on the date that an inspection is conducted by the COR in accordance with the planting plan and specifications. The Contractor is required to maint ain all trees planted during the 12 month warranty/establishment period. This includes water, mulch and pest/insect protection as required to maintain tree health vigor. Any loss through Contract negligence shall be at the contractor expense. This period w ill begin no earlier than on the day that the last plant of the delivery order has been verified and accepted by the COR in accordance with the contract specifications. All dead plants under warranty are to be replaced by the contractor before the end of t he current planting season. q. The Contractor shall remove dead plants within seven calendar days of notification by the COR. The Contractor shall not be responsible for theft or damage to plants by vehicles or vandalism following completion and approval of the installation portion o f the planting contract except when the damage is the results of negligence by the contractor?s employees. r. A final inspection of all trees shrubs will be conducted by the COR and the Contractor twelve months from the date of the beginning of the plant establishment period to determine plant health and final acceptability. The establishment period will end on the date of this inspection and said inspection will be considered final acceptance provided the Contractor has complied with all Contract requirements including the replacement of dead and defective plant materials. Dead trees, or trees that have 50% or more of the plant is dead must be replaced during the current growing season. Otherwise, final acceptance will be delayed until such replacements have been satisfactory accomplished. s. All work is to be completed within 45 calendar days from the date that the contract is Authorized to Proceed by the Contracting Officer. t. Contractor will apply weed delay materials in areas where work is to be completed. This material should not be of plastic nature. u. Contractor is responsible for all materials placed at this site. While cont ractor is under contract, this site will not be kept in a state of disorder. All equipment should be moved off of the premises unless agreed in writing by the contractor and the COR. v. Landscaping Company should have at least 15 years of landscaping and Nursery service and provide references upon request (preferably from another military installation). Company should also be experienced in hardscapes/installation, lighting, irrigation , Full Service Management, Turf Management Fertilization, mowing, Aeration & Overseeding and Weed Control Pruning of Shrubs and Trees Leaf Removal. If company opts to subcontract, they must ensure that the subcontracted company meets the same criterion as set by the Statement of Work.
