- ESC/FD will issue a Request for Proposals for the acquisition of fixed and relocatable IBDSS capabilities on or about 7 April 2003. ESC/FD intends to award four (4) multiple task order contracts to support this acquisition, but reserves the right to award more contracts, fewer contracts, or none. ESC/FD intends to set aside two (2) of these contracts for small businesses. This effort will include the procurement, integration, installation, and support of IBDSS equipment at Government and non-Government sites throughout the world. IBDSS integration deals with existing electronic security systems and introduction of new technologies to improve the full spectrum of security capabilities. The scope of work includes site surveys, system effectiveness assessment, requirements definition, system engineering, project package development (including security system and site preparation designs, lists of materials, installation specifications, installation instructions), procurement of security equipment and ancillary materials, site preparation, security system installation and integration, testing, removal of previous security systems, site restoration, security consultation, contractor logistics support and technology insertion. Site preparation includes installation of passive delay systems (e.g., security fencing), drainage and erosion control, grading, trenching, above and below ground power and signal cabling, pedestal installation, integration and site-specific software configuration. Installation includes equipment installation, hardware and software integration and site-specific software configuration. Technology insertion deals with applying expanding or new technologies into the IBDSS through software and hardware development and/or the application of commercial-off-the-shelf (COTS) solutions. Contractor logistics support provides for the repair and technical support of fielded IBDSS equipment and selected legacy systems. The period of performance is expected to be 60 months. Successful offerors will have the following capabilities: a) prior experience in: upgrading security systems through technology insertion; and designing and integrating electronic security systems comprised of components with both open- and closed-architectures; b) substantial experience in the site specific requirements definition, design, site preparation, installation, integration and test of large scale electronic security systems for fixed, tactical and nuclear sites; c) ability to accomplish installation throughout the continental United States and overseas; d) capacity to support cyclical requirements ranging from one to as many as four large scale design and installation projects simultaneously; e) cost and schedule control system capable of tracking and reporting commitments and expenses on a time and materials, delivery order contract; f) ability to obtain Government clearance to the SECRET level; g) and ability to manage sub-contracts and material sources. The small business definition for this contract is 750 employees (North American Industrial Classification System (NAICS) Code 334290. This synopsis does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach.
