Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 065628 is assigned and shall be referenced on any quotations. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 33411. The size standard for the NAICS code is 500 employees. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Durst Dice America, 50 Methodist Hill Drive, Suite 100, Rochester, NY 14623 for the purchase of a commercially available Sigma scanner, Sigma table, 15 month software contract, film attacher, and a film format mask 135, 4.5x6cm, 6x6cm, 6x7cm, 6x9cm, 4x5 inch, and framed slide 35mm. At a minimum, the requested scanner must: (1) print film sizes: APS, 135, 120/220, 4x5", (2) process film types: color neg., transparencies, slides, B&W, (3) have a motorized film feed for APS, 135 and 120/200, (4) have film size, Max file six, max. optical resolution (35mm, 40Mb, 3,800 dpi, 120, 150Mb, 3,000dpi, 4x5", 375Mb, 2,500dpi), (5) have 3-color 10,000 pixel line sensor, (6) have auto DX-code detection, and (7) must have auto dust removal. The proposed contract action is for equipment and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. Interested parties must identify their capability and response to this requirement and submit a quote in order to be considered. FOB Destination is FBI Academy, Quantico, VA. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Terms (Jan 1999); FAR 52.212-3- Offeror Representations and Certifications - Commercial Items (Jul 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #065628 and shall be submitted to Aretha Terry, Contract Specialist, at the address mentioned above and all responses received by April 14, 2003 by 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed offers will be considered. Compliant quotes can be faxed to (703) 632-6427. Quotes not received by the designated time and date will not be accepted. Award is anticipated within one (1) week after closing. Telephone requests will not be honored.
