- 7. This acquisition is to develop a transition plan to deploy IPv6 with DoD networking infrastructure and a rule base for an IPv6 address plan using predeterminded parameters. This synopsis is a notice of intent to issue award using other than full and open competition to Verizon/BBN 13000 N. 17th Street Suite 1200 Arlington, Virginia and should not be considered a request for competitive proposals. Interested persons may prepare an offer in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Please, direct all technical questions to Chuck Lynch at (703) 882-0063.***** Enclosures: SOW/ 12 JAN 2003 STATEMENT OF WORK (SOW) as of 01/12/2003 Task Order Title: DOD IPv6 Planning and Address Acquisition 1.0 Background: As the lead for DOD transition to IPv6, DISA has the responsibility of developing a transition plan, a global DOD IPv6 addressing plan and acquiring an appropriate amount of IPv6 address space for the foreseeable future. This task is established to perform a transition study, develop an addressing plan, and to develop a justification for the acquisition of IPv6 address space for the DOD. It is estimated that the address space obtainable for global use will be two /16 (CIDR Addressing). 2.0 Objectives: The objectives of this task are the following: - Develop a rule base for IPv6 address allocation, based on parameters identified in current Requests for Comment (RFCs) and the DOD IPv6 Working group. - Using the established guidelines, develop a global DOD addressing plan for IPv6. - Work with the DOD Network Information Center (NIC) and the American Registry for Internet Numbers (ARIN) to develop justification for the acquisition of two /16s of IPv6 address space. - Investigate and elaborate alternative approaches to deploying IPv6 with the DOD networking infrastructure and develop a transition strategy. 3.0 Scope: The scope of this task is six months, starting with the review of current IPv6 address related RFCs and terminating with the development of DOD's address justification.. 4.0 Specific Tasks: The efforts of this technical support shall be accomplished in accordance with the following tasks: 4.1 SubTask 1: Contract?Level and TO Management Contract?Level Program Management. Provide the technical and functional activities at the Contract Level needed for the Program Management of this SOW. Include productivity and management methods such as Quality Assurance, Configuration Management, Work Breakdown Structuring, and Human Engineering at the Contract level. Provide the centralized administrative, clerical, documentation and related functions. TO Management. Prepare TO Management Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout TO execution. The contractor shall provide technical reference material and published documentation as requested by the government. Deliverable: SubTask 1, Task Order Management: The contractor shall prepare/update a TO Management Plan (TOMP) describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout the TO execution. 4.2 SubTask 2: DOD IPv6 Addressing Plan The contractor shall conduct a technical review of current RFCs and information gathered through the DOD IPv6 Working Group to establish an IPv6 rule base. Based on the rule base, alternative global addressing approaches will be evaluated and the best candidate elaborated as a draft DOD IPv6 Addressing Plan. The addressing plan shall consider future DOD mission requirements, including global, geographically based addressing, mobile IP networking, ad-hoc networking, and micro-electronic addressing. Deliverable: SubTask 2, Draft DOD IPv6 Addressing Plan 4.3 SubTask 3: DOD IPv6 Address Justification. Using the Draft DOD IPv6 Addressing Plan, developed in Subtask 2, the contractor shall work with the DOD NIC and ARIN to develop a formal justification, required by ARIN, to obtain two IPv6 /16 address blocks. Deliverable: SubTask3, DOD IPv6 Address Space Justification 4.4 SubTask 4: DOD IPv6 Transition Strategy and Plan. (Subject to the Availability of funds) The contractor shall investigate alternative approaches to transitioning DOD networks to IPv6. Based on a selected transition approach, the contractor shall develop a transition strategy that incorporates a comprehensive approach to migrating DOD system to IPv6 at all layers of the protocol stack that are impacted by IPv6, including application layer to data link layer. The contractor shall develop a plan for transitioning the DOD to IPv6, including program management, scheduling, test bedding, technical implementation, training, and technical support. Deliverable: SubTask4, DOD IPv6 Transition Strategy, DOD IPv6 Transition Plan (Subject to the availability of funds) 5. Place of Performance: Contractor facility. 6. Period of Performance: The period of performance is from Task award through 180 days. 7. Deliverables shall be e-mailed in MS Word/Power Point formats with one hard copy of each report or plan to Government Task Monitor(TM). 8. Security: This task description is unclassified. However, the systems and documentation encompassed by this task range from Unclassified to TS/SCI. The highest classification level of any document produced under this task shall be SECRET. All contractor positions associated with this task order have been determined to be ADP-II, Non-critical Sensitive. 9. Government Furnished Equipment (GFE)/Government Furnished Information (GFI): None 10. Packaging, Packing, and Shipping Instructions: See Section D of the DSS-G contract. 11. Inspection and Acceptance Criteria: See Section E of the DSS-G contract. 12. Accounting and Appropriation Data: See Item 17 of the DD Form 1155, Order for Supplies or Services. 13. Other Pertinent Information or Special Considerations: 13.1 TDY Travel: There are approximately X trips required for site visits to assess requirements and state-of-art technology/industry services. The location of these trips will be determined jointly between the Task Monitor and the Contractor during the TO Management Plan development. 13.2 Performance Measures: Measurements of performance are quality of product and service, schedule performance, cost control, and business relations. 13.3 TO Evaluation Criteria: a. Technical Approach: The contractor's technical approach will be evaluated for feasibility, creativity, completeness and responsiveness to requirements. On a scale of High, Medium, Low, this factor will be rated High. b. Personnel: The level, expertise and mix of the personnel will be evaluated in accordance with the TO requirements. Commitment to retain proposed personnel throughout period of task execution is evaluated high. Per scale above, this factor will be evaluated High. c. Cost: The contractor's proposal will be evaluated against the IGCE. Per scale above, this factor will be evaluated Low.
