- The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to acquire on a sole source basis Software Process Improvement (SPI) Services in support of the Space and Naval Warfare Systems Center Norfolk, VA. Specific areas of concentration to be addressed include, but are not limited to, the following: Requirements Management, Software Project Planning, Software Project Tracking and Oversight, Software Subcontractor Management, Software Quality Assurance, Software Configuration Management, Organizational Process focus, Organizational Process Definition, Training Program, Integrated Software Management, Software Product Engineering, Intergroup Coordination and Peer Reviews. While providing technical support in the above areas of concentration, the Contractor?s main focus shall be on enabling SPAWARSYSCEN Norfolk to be successfully assessed at Capability Maturity Model (CMM) Level 3 Certification. A Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (ID/IQ) Commercial Item Services contract is anticipated with performance commencing on or around 01 May 2003 through 30 April 2004, with two (2) six month option provisions. The Government intends to solicit on other than a full and open competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with Software Systems Quality Consulting (SSQC), 2269 Sunny Vista Drive, San Jose, CA. No other firm will enable SPAWARSYSCEN Norfolk to achieve Level 3 CMM certification within the tight timeframe required without a costly ramp-up. SSQC has previously provided training in CMM to SPAWARSYSCEN Norfolk utilizing actual software requirements, existing processes, existing infrastructure, and representative Command artifacts, and therefore has become intricately familiar with the SPAWAR organization and the efforts required to achieve CMM Level 3 certification by July 2004. Additionally, SSQC is the sole developer and the only source of the ?Hybrid Multi-Model?, the only known hybrid appraisal method that will enable SPAWARSYSCEN Norfolk to conduct CMM Level 2 and 3 activities concurrently thereby streamlining and potentially accelerating SPAWAR?s achievement of CMM certification. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty-days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code is 541512.
