- Description
- The U.S. Coast Guard (USCG) has a requirement to acquire technical support services to conduct Ecological Risk Assessment (ERA) Training and Facilitation for the USCG. Requirements include: Utilizing a guidebook developed by the USCG, to incorporate the ERA process into the response planning process by Area Committees and Regional Response Team Members as a consistent element in evaluating response options. The desired outcome from these ERA?s is a contingency planning process for local jurisdictions, along with enhanced communications in dealing with managing oil spills and minimizing the environmental effect. Workshops generally occur in two sessions separated by several weeks during which workshop participants may conduct additional research to validate or modify conclusions drawn during the first session. The contractor shall provide all management, supervision, labor, material, and equipment required to perform this requirement. The workshops shall be conducted throughout the United States. It is anticipated that up to three ecological risk assessments will be conducted annually. This contract will be awarded upon best value to the government and as such, the contract is anticipated to be performance based. It is also anticipated that the contract period shall consists of up to five years, which may or may not be stated as a one-year base period plus four one-year optional periods. The contract type will be firm-fixed price with each training/facilitation and its delivery schedule to be ordered via individual task orders as required. Request for Proposal will be issued on or about 15 days after this synopsis is posted on Federal Business Opportunities www.eps.gov. This procurement is restricted to a 100% small business set-aside under NAICS 541620. To be eligible for award, contractors must be registered with the Central Contractor Registration (CCR): www.ccr.dlsc.dla.mil.
