Description

E-mail: vander.zwiep.mark@gd-ns.com.eg Telecom Egypt (TE), a Public Sector Company under the Ministry of Communications and Information Technology, Government of Egypt, (Cairo, Egypt) is requesting detailed information from qualified U.S. prime contractors, who are qualified to perform a Host Country Design/Build Contract to design, engineer, furnish, install, maintain, and provide training for ATM project. The ATM project is described in section B of the Pre-qualification Questionnaire document (to be furnished upon request). The new ATM Equipment shall serve all 26 governorates in Egypt. Firms or combinations of firms responding to The Pre-qualification Questionnaire must be capable of implementing the entire project. Responses addressing only portions of the project will not be considered for qualification. The information in the questionnaire will be used to qualify Design/Build (D/B) Contractors who will be invited to submit bids for the ATM project. The firm contracting with Telecom Egypt shall be the legal entity pre-qualified to submit a bid (as prime contractor) for this project. A pre-qualified prime contractor is to obtain Telecom Egypt and USAID approval prior to the replacement of any subcontractor necessary for the prime contractor?s pre-qualification. A prime contractor may propose more than one sub-contractor for specific portions of the work. To be qualified, a contractor must be able to demonstrate experience with projects of similar complexity (a totally integrated mixture of facilities, hardware, and software) and magnitude. The Design/Build Contractor is the single firm that is legally incorporated and solely enters into a direct contract with Telecom Egypt, and who meets USAID eligibility criteria. Bids from combinations of firms are acceptable provided that they shall be in the form of a single prime contractor with subcontractors, or legally organized partnership. The ATM Equipments shall be located in Telecom Egypt furnished building facilities. Telecom Egypt will provide HVAC, primary/standby power, fire detection, security and lighting where the ATM equipments would be installed. The ATM project shall be composed of the following: 1. ATM Equipments 2. Cables and Connectors 3. Network Management System (NMS) The proposed equipments with number of ports planned are: 1. Access Switches 359 Access Switches 2. Edge Switches a. 16 ATM Edge Switches b. 1423 E1 Ports 3. Core Switches a. 3 Core Switches b. 104 E3 Ports c. 22 STM-1 Ports A design/build contract with Telecom Egypt, with U.S. Dollar funding from the U.S. Agency for International Development (USAID) and Egyptian Pound funding from Telecom Egypt is contemplated. Firms submitting replies must furnish information adequate to: 1.Demonstrate capability, based upon technical expertise, management capability, workload capacity and financial resources to enter into a design/build contract, including the engineering, design, installation, commissioning of equipment and training of Telecom Egypt personnel. 2.Confirm that the firm, and all ATM hardware, software which they will provide will conform with the USAID requirements for "nationality", "source", "origin", and "componentry", as set forth in Title 22 of the Code of Federal Regulations, part 228 (22 CFR Part 228). In accordance with USAID regulations, the designated USAID Geographic Code for all ATM project requirements funded by USAID shall be 000 (USA). 3.Demonstrate previous experience and existing capability to furnish the necessary hardware, software, and system integration. 4.Confirm the capability and capacity to establish and maintain a strong local organization to support the installation through the warranty period and life of the equipment. Firms who believe they qualify in accordance with 1, 2, 3, and 4 above, should request in writing (FAX acceptable) a pre-qualification questionnaire from General Dynamics point of contact and return the completed questionnaire and information in response to 1, 2, 3, and 4 by no later than 12:00 Noon, Cairo, Egypt time, 07 MAY 2003 (see Section F, Pre-qualification Questionnaire Submission) for further information. Pre-qualification questionnaires submitted after 12:00 Noon, Cairo time, 07 MAY 2003 may be returned unopened. Failure to fully complete the questionnaires or supply the required information may result in disqualification of the firm. Procurement of this project shall follow a two-step process. It is contemplated that a Request for Technical Proposal (RTP) will be issued on or about 05 JUN 2003 to a short list of those firms who meet the pre-qualification requirements. A Pre-bid Conference for this procurement is contemplated. It is contemplated that those firms whose technical proposals have been deemed fully acceptable will receive an Invitation for Bid (IFB) Request for Commercial Offer o/a 21 AUG 2003 with a Due Date for Commercial Offer of 22 SEP 2003. Anticipated Award Date when the contract is signed will be o/a 20 NOV 2003. The anticipated official start date of the contract will be on or about 20 JAN 2004. It is the intention of Telecom Egypt to award a contract to the lowest responsive and responsible bidder. The anticipated implementation period is one-year, starting from the official start date of the contract. The warranty and maintenance period is for additional one year. The Government of the Arab Republic of Egypt and the U.S. Agency for International Development encourage and welcome in this activity the participation, to the fullest extent possible, of minorities and women both as individuals and as members of contracting or sub-contracting firms. In this respect, it is anticipated that the prime contractor will make every practicable use of such personnel and firms. The participation of small, disadvantaged and women-owned business concerns in this activity as prime contractors or subcontractors are encouraged if they meet the above stated requirements.
