Description
The General Services Administration (GSA) 4PM Property Management Division is seeking full services Multiple Indefinite Delivery Indefinite Quantity contracts for supplemental A/E services for one base year with four, one-year option periods. It is anticipated that contracts will be awarded for services covering the states of Georgia, Alabama, Tennessee, Mississippi, and Northern Florida. These states will be divided into 2 primary geographic areas. Area 1 will consist of the service centers located in Georgia and Northern Florida. These Customer Service Centers, (CSCs) are designated as Atlanta-Central, Atlanta-North, Atlanta-South, and Savannah (The Savannah Customer Service Center encompasses Northern Florida). Area 2 will consist of the service centers located in Alabama, Tennessee and Mississippi. These Customer Service Centers, (CSCs) are designated as Birmingham, Nashville, and Memphis (The Memphis Customer Service Center encompasses Mississippi). GSA intends to award a minimum of three contracts for each area. The A/E firms selected shall provide: design, construction management and inspection, and estimating services for repair and alteration projects but may also be required to provide scope development, planning, interior design, environmental studies, feasibility studies, problem analysis, design review, consulting/design/construction management for elevator work, geotechnical testing, quality control testing, asbestos sampling/hazard assessment abatement design/ air quality monitoring, boundary and topographical surveying, historic structure reports, building evaluation reports and other architectural, engineering and technical services. The work will primarily require architectural, mechanical, electrical, and estimator disciplines, but may also require civil, structural, geotechincal, environmental, certified industrial hygienist, fire safety, elevator, acoustical, historic preservationist, construction manager/inspector, surveyor, child care specialist, and other disciplines with specialized experience. The A/E firms selected may also be tasked to provide on-site quality assurance inspections services during construction and may be tasked to review submittals and change order requests. In addition to the above requirements and disciplines, the contracts will also require compatibility with AutoCAD 2002. Computer Aided Design, (CAD) shall be used to prepare all project drawings. Drawings shall be in the format, which can be directly used by GSA's Standard CAD software, AutoCad 2002.SoftDesk Architectural and Engineering software is required if an architectural/engineering interface is used. Drawings shall be useable by GSA standard CAD software without conversion. Drawings must have GSA approved add-on' features that can be directly used or converted to work with Office 2000. All drawings shall follow the GSA CAD/CIFM Deliverable Policy. The anticipated estimated construction contract amount, (ECCA) of these projects may vary from $50,000 to 2,000,000.00, depending on specific design limitations. The multiple contract awards shall be 100% total set aside for small business. The small business size standard is $4 million or less, based on the annual average gross revenue of a firm that has been in business for 3 or more fiscal years. The NAICS code for this procurement is 541310/541330. Contractors are encouraged to utilize Women Owned and Small Businesses as team members. The maximum dollar value of each contract shall be $750,000.00 for the base year and each one-year option period, with the total contract amount over five years not to exceed $3,750,000.00. Under the awarded contracts, the Government will not indemnify the A/E against liability arising out of asbestos or other hazardous materials, that is, no clause holding the firm harmless will be included in any resulting contract. Consideration of a joint venture partnership will be based on the demonstration of a viable arrangement or interdependency of members and an existing active design production office with its principle place of business located within the referenced states. All other firms responding to this solicitation must have a principle place of business in one of the two primary geographic areas in the referenced states. Potential offerors may propose services in one or both areas, and must indicate area of preference in the firm's initial letter of interest. The A/E will be evaluated in terms of their professional qualifications necessary for satisfactory performance of required services, specialized experience, and technical competence in the fields of energy conservation, pollution prevention, waste reduction, use of recovered materials and services regarding asbestos related work. Evaluation factors for the selection of the firms are as follows:(1) Specialized Experience and technical competence (20%): Experience and ability of the firm and consultants with regard to providing the type of services described above in the preferred geographic area, and with regard to accomplishments of similar projects in the preferred geographic area, including repair and alteration work. Describe the firm and consultants' sufficiency of staff and multidiscipline technical resources available to perform multiple projects concurrently under the resulting contract. (2) Past Performance (20%): Past Performance of the firm and consultants on contracts with previous work which relates directly to the work described in this solicitation with Government agencies and private industry in terms of cost control, timeliness, quality of work. (3) Technical Expertise (20%): Professional qualifications, to include state certifications and registrations, education level of individuals employed by the firm and consultants who will be directly involved in providing the above described services and their philosophy concerning the design of repair and alteration work. Identify key personnel and their responsibilities as well as primary office, which will be responsible for the management of the projects. Identify the staff assigned to the primary office by discipline and the projects the particular office has completed. (4) Management/ Organization/ Production/ Quality Contract (20%): Briefly describe the capability of the firm and consultants in terms of internal quality assurance and cost control procedures. Indicate effectiveness by listing the planned and actual design duration, clients' construction budget, design construction estimate, construction award amount and construction change order rate. Describe the firm and consultants' abilities with respect to mobilizing and producing a high quality design, maintaining good working relationships; working with small repair and alteration projects, meeting schedules, providing accurate cost estimates, tracking and controlling costs. (5) Performance Location (20%): The A/E must demonstrate that 51% of the A/E services will be accomplished within the primary geographical area resulting contract. At least three firm fixed-price, indefinite delivery indefinite quantity contracts for both geographic areas will result from this solicitation, including profit, overhead, and hourly rates for anticipated disciplines and for use in negotiating firm fixed price delivery orders. Although previous or on-going performance of a similar U.S. Government contract is not a requirement to this solicitation, if such contracts have been performed, the A/E must have performed at a satisfactory level at a minimum. When responding to this announcement, all firms should address their capability with regard to each of the evaluation factors under separate headings, as only top rated firms which meet the requirements of this solicitation, will be recommended for interviews based solely on their written response to this announcement. All firms shall list completed projects that support experiences relevant to the criteria listed above in block 8 of Standard Form 255. Please be sure to annotate which projects support which criteria, and, if the firm has more than one office, which office performed the work. Offerors will not be penalized for listing more than 10 projects. This procurement is being made under the Small Business Competitive Demonstration Program. In accordance with Public Law 95-507, the A/E will be required to provide the maximum practicable opportunities for small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of these contracts. Architectural or engineering firms wishing to be considered must submit four (4) copies or sets of completed Standard Form 254s, Architect-Engineer and Related Services Questionnaire and Standard Form 255s, Architect-Engineer and Related Services Questionnaire for Specific Projects, and their pertinent information. All SF 254s must be current, within one year of the date of this notice, and must be submitted for all consultants. Along with these forms, all firms must also submit a letter of interest identifying the solicitation and area of preference. This is not a request for proposal, a listing of firms to be interviewed will be posted on this website. The A/E shall be limited to subcontracting to firms agreed upon during negotiations. Firms must also provide a brief written narrative of outreach efforts made to utilize small, small disadvantaged, and women-owned businesses, not exceeding one typewritten page. The Contracting Officer, on or before 3:30 p.m. EST, must receive the SF 254s/255s April 23, 2003. Facsimile or submittal via e-mail will not be accepted or considered.
