Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando intends to issue a Firm Fixed Price (FFP) contract to Creative Optics, Inc. on a sole source basis. The FFP will be for adding training capabilities to the existing US Navy Fire Fighting trainer at FTC, San Diego or a location to be determined at a future point in time. Requirements of the contract are to develop instructional materials for the Augmented Reality Technology for fire fighting and damage control training on a previous R&D contract (N61339-01-C-1008) that was awarded to Creative Optics. The end product was a prototype produced by Creative Optics; Augmented reality-based training technology for fire fighting and damage control has incorporated latest state-of-the-art tracking system, real time video feedback head mounted display system integrated into the US Navy?s Self-Contained Breathing Apparatus (SCBA), instrumented navy vari-nozzle, realistic semi-empirical based models of computer generated fire, smoke, steam, and extinguishing agents. Augmented realty-based training technology for fire fighting and damage control is one of a kind training methodology and is currently under the patent process. The applicability of this unique training technology is needed to support the fleet?s team training requirements and to improve the US Navy ships? fire fighting and damage control capabilities. Creative Optics, Inc. is the only known source that can meet the requirements, due to their developmental knowledge of this prototype. This contract is to be issued under the statutory authority 10 U.S.C. 2304 (C), (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The following clauses also apply: DFARS 252.204-7004, ?Required Central Contractor Registration? for electronic payment through DFAS. Delivery shall be made no later than Six (6) months after contract award to the receiving command; acceptance shall be made at destination upon delivery. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and technical capability statement in response to this notice. NAWCTSD, Contracts, shall consider all responses. Responses must include a return address and company telephone number; those without will not be recognized. Proprietary data in the responses will be protected where so designated.
