- Description
- This is a solicitation of SF-254's and SF-255's for an Indefinite Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A&E) services contract for work within the Tongass National Forest, SE Alaska. The contract will include one base year and an option for one additional year. Work under this contract to be subject to satisfactory negotiation of individual task orders. The price of any single task order shall be at least $5,000 but shall not exceed $500,000. The maximum order amount for each contract period (base year and the option year) shall be $500,000. The guaranteed minimum order shall be $10,000 for the basic period only. There shall be no guaranteed minimum for the option periods, if exercised. Task orders could include performance of any part or all operations necessary to complete engineering surveys, engineering designs, condition inspections, and construction inspection for various projects within the Tongass National Forest. The Tongass National Forest is seeking qualified firms to provide professional architectural and engineering services on an as-needed basis for Forest Service owned or managed roads, bridges, culverts, docks, marine access points (LTFs), trails, buildings, campgrounds, recreation facilities, and other facilities located within the Tongass National Forest. Work may include conducting surveys and condition inspections; performance of project planning and design services, geo-technical investigations; permit application services; preparation of construction specifications, cost estimates, and drawings; performing construction inspection; and providing other miscellaneous construction assistance. The Forest Service anticipates awarding up to three indefinite quantity indefinite delivery contracts each with a one-year performance period with an option for one additional year. Firms responding to this notice should be prepared to provide the full range of services. PRESELECTION CRITERIA: Firms must meet the following criteria in order to be considered for an award under this requirement. Firms will be considered who do not meet all of the following criteria, but have a unique specialty under at least 2 of the criteria. (1) Have a minimum of two Registered Professional Civil Engineers, registered in the State of Alaska, employed on a full time basis. Civil Engineers to have a minimum of ten years experience in engineering designs of roads, bridges, culverts, docks, marine access points (LTFs), trails, buildings, campgrounds, and/or recreation facilities in locations similar to Southeast Alaska. Locations similar to Southeast Alaska will be temperate rainforest with sites accessible only by small plane or boat. (2) Associated with or have a minimum of one Registered Professional Land Surveyor, registered in the State of Alaska, with a minimum of ten years experience in engineering surveys for roads, bridges, culverts, docks, marine access points (LTFs), trails, buildings, campgrounds, and/or recreation facilities in locations similar to Southeast Alaska. . (3) Associated with or have a minimum of one Registered Professional Architect, registered in the State of Alaska, with a minimum of 10 years experience in engineering design of Forest related buildings and recreation facilities in locations similar to Southeast Alaska. (4) Associated with or have a minimum of one Landscape Architect with a minimum of five years experience in design of Forest Service related sites in locations similar to Southeast Alaska. (5) Associated with or have a minimum of one each Structural and Geotechnical engineer, registered in the State of Alaska, with a minimum of 10 years experience in engineering design of roads, bridges, culverts, docks, marine access points (LTFs), trails, buildings, campgrounds, and/or recreation facilities in locations similar to Southeast Alaska. (6) Associated with or have a minimum of one each Mechanical and Electrical engineer, registered in the State of Alaska, with a minimum of 10 years experience in mechanical and electrical designs of Forest related buildings in locations similar to Southeast Alaska. (7) Associated with or have construction inspectors, bridge inspectors, electrical inspectors, and building inspectors who meet pertinent local and national requirements, with a minimum of 5 years experience in locations similar to Southeast Alaska, and can be deployed to several projects in Southeast Alaska at the same time. (8) Associated with or have a minimum of one draftsperson employed on a full time basis, with a minimum of five years CAD experience. SELECTION CRITERIA: Firms meeting the pre-selection criteria will be evaluated and ranked using the following selection criteria: (1) Professional qualifications necessary for satisfactory performance. Evaluation will be based upon the number of qualified personnel and their knowledge and level of specialized education at the university level, and all other applicable education, training, and certifications associated with the requirements above, and their availability to perform work on this contract. (2) Specialized experience and technical competence in the type of work required. Evaluation will be based on the extent of directly related experience in performing engineering surveys, accomplishing engineering designs, preparing contract packages, and performing construction and condition inspections for the types of projects described. Consideration will be given to those firms with knowledge of and direct experience in the design of roads, bridges, culverts, docks, marine access points (LTFs), trails, buildings, campgrounds, and/or recreation facilities in locations similar to Southeast Alaska. Examples of work shall be documented for review, as well as a description of the type work performed on SF-254's and SF-255's. These work descriptions will be evaluated based on documented complexity of work performed. (3) Capacity to accomplish the work. Evaluation will be based upon the number of personnel available in the disciplines described above, previous working relationships of team members, the quantity of existing work under contract, and the schedules for completion of the existing work. (4) Past performance on contracts with government agencies and private industry. Evaluation will be based upon the firm's past experience with other government agencies and the private sector in performing the requirements described; the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. (5) Geographical location. Evaluation will be based upon the physical location of the firm and associated professionals and the cost to mobilize team members to Southeast Alaska. The above evaluation factors listed in their order of importance are (2) 30% being most important, factors (3) 20%, and (4) 20% being equally important, and factors (1) 15% and (5) 15% being equally important. Firms, which meet the requirements described in this announcement, are invited to submit 4 copies of a Standard Form 254, Architect Engineer and Related Services Questionnaire; and 4 copies of a Standard Form 255, Architect Engineer and Related Services Questionnaire for a Specific Project. Interested firms must submit their SF-254's and SF-255's not later than April 21, 2003, 4:30 p.m. AST, to the attention of the Contracting Officer. Only those firms responding by that time will be considered for selection. After an initial evaluation, which takes approximately 45 days, the three most highly rated firms will be selected. This is not a Request for Proposal. Any questions should be addressed to the Contracting Officer, requests for information should reference R10-05-03-10. Telephone requests will not be honored. Firms, which meet the requirements described in this notice, are invited to submit Standard Forms 254 and 255 to: USDA - FS, ATTN: Rob Jaeger Federal Building, 648 Mission St., Ketchikan, AK 99901, by the close of business (4:30 p.m.) on April 21, 2003. The proposed IDIQ contract is open to all firms regardless of size. The applicable NAICS code and small business size standard are 541330 and $4 million respectively.
