Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Solicitation No. FS-ORB-03-4030 applies and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This procurement is a total small business set-aside. The NAICS code is 333111 and the size standard in number of employees is 500. Item Description: 1 each: Laboratory Brush Machine for debearding, hulling, and polishing seed with the following specifications. Machine is to include a top feed hopper, a steel table stand, a discharge gate with adjustable opening control, a collection pan for prime product and thrus, a main shaft with two brushes, but capable of accepting two additional brushes. It is to have 110-volt single phase power with start/stop, a suction fan for dust control and include #7 and #10 mantles. Item Description: 1 each: Laboratory Precision Air/Screen Seed Cleaner with the following specifications: It is to have three main screens with full travel across the screens, a top vibratory feed hopper, a steel table stand, and a main eccentric drive with variable speed drive. It is to have pre and final aspiration, a settling chamber with collection tray, calibrated air controls, and inspection window in final air column and a bottom bag filter. It is to have a fan with adjustable air gates, 110-volt single-phase power with start/stop, a fan with velocity converter for variable speed and brush cleaning for screens. There is to be an outlet connection for discharge to floor box, a feed hopper to hold at least 25 liters and an auger discharge for air chamber. The following screens are to be included: 0.5mm, 1mm, 1.5mm, 2mm, 2.5mm, 3mm, 4mm, 5mm, 6mm, 7mm, 8mm, 9mm, and 10mm. Quoters are to provide a proposal of the equipment specifications, the standard features and optional features. FOB destination to the Midewin National Tallgrass Prairie, 30239 South State Route 53, Wilmington IL 60581 within 45 days after the order is placed. The FAR provision 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The FAR Provision 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) technical capability of the item offered to meet the Government Requirements, and (2) price. Factor one has the highest importance. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items applies to this solicitation and the following addenda are added: FAR 52.247-34 F.O.B. Destination.
