Description
Request for Information from the German construction industry. The United States Air Forces in Europe Contracting Squadron (USAFE CONS) is engaged in acquisition planning for a follow-on contract to the current Simplified Acquisition of Base Engineering Requirements (SABER) contract. The Air Force is considering the use of an Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract for this follow-on acquisition. An IDIQ "multiple award contract" means that multiple contracts are awarded for the same requirement and, after award of the basic contract, each separate delivery order issued under the contract will competed between the multiple award contractors. The Civil Engineering Support Flight (USAFE CONS/LGCC) would like to have written inputs from the German construction industry on the following questions: (1) What would be your company response to the use of an IDIQ multiple award contract for a SABER follow-on contract? (2) Assuming that 30 to 50 SABER projects may need to placed on contract during the month of September of each year (the end of the U.S. Government fiscal year), what recommendations would your company have for streamlining the competitive proposal process under a multiple award IDIQ contract to ensure that all SABER projects could be awarded by 30 September? (3) If a multiple award IDIQ SABER contract were used, would your company require the payment of proposal preparation costs for each competitive proposal prepared?
