Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Hart Scientific, of American Fork, Utah, for acquisition of a Hart Scientific Thermometer System which includes the following: one (1) Hart Model 1575A, ?Super Thermometer?, 4ppm; one (1) Hart Model 1504, Thermistor; and one (1) Hart Model 5642-S, Probe, Thermistor Standards 0 to 60C. The Thermometer System will be used by the Electronics and Electrical Engineering Laboratory at NIST, Gaithersburg, Maryland.*****Sole source determination is based on the need for the Thermometer System to meet the Government?s minimum requirements which include the following: compatible with SPRT (platinum resistance) sensors and Thermistor sensors, with a transfer accuracy of 0.001 degrees C using a 100ohm external reference resistor. The thermometer will be used to maintain NIST primary working resistance standards in an oil bath at a temperature of 25.000 degrees C plus/minus 0.003 degrees C, using a SPRT sensor. NIST requires a resolution of 0.0001 degrees C, digital control of measurement functions, and an IEEE-488 interface. The Hart Scientific Thermometer System is the only system that can meet these requirements.*****Delivery is required within 60 days or less after receipt of order (ARO) and shall be made FOB destination.*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 25, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
