Description
On December 17, 2002 the President of the United States directed the Department of Defense to begin fielding initial missile defense capabilities in 2004-2005. To execute this direction, the Missile Defense Agency (MDA) intends to award a sole source contract to Raytheon for a forward based radar. IAW Far 6.302-1(a)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements, Raytheon is the only source capable of providing existing X-band phased array technology based on the Theater High Altitude Area Defense (THAAD) design and can go into production immediately without development. The radar will provide early acquisition and tracking of ballistic missiles that may be launched against the United States, deployed forces, friends and allies. The radar will be suitable for the forward deployed BMDS mission and will be integrated into the Ballistic Missile Defense System (BMDS). Data from this radar will be provided to the Command and Control Ballistic Management Communications (C2BMC) network for engagement planning and forwarded to other sensors for continuation of coverage. This radar will be a transportable, X-Band, phased array radar with sufficient sensitivity to detect, track, and discriminate threat missiles. Existing technology for the hardware and software production will be leveraged. This capability will be delivered by second quarter FY05 and operational NLT December 2007 to meet Block 06 milestones. Production must begin by April 1, 2003. Anticipated cost is $600-$800M for base and option periods. See Note 22.
